Requirements

• U.S. Citizenship is mandatory.

• Capability to undergo multiple background and employment checks, both federal and local.
• Availability to work in‑office twice a week.
• Upon acceptance of this position, candidates must report to the office to complete paperwork, verify their identity, and receive a laptop. Candidates located outside the Rockville, MD area will be responsible for their travel expenses to the Ivory Cloud offices, though reimbursement will be provided after a 90‑day probation period.

• Accurately assess the effort involved in fixing defects, implementing changes, and/or developing new functionalities.
• Develop, document, unit test, and conduct peer reviews of software as necessary.
• Collaborate with Business Analysts and Software Testers to ensure a complete understanding of, and adherence to, requirements.
• Work closely with the development team to support Operations & Maintenance (O&M) as well as New Product Development efforts.
• Design and develop reliable, scalable web applications using Angular, SQL, and ASP.NET.
• Leverage practical experience with custom and complex enterprise‑wide workflow systems.
• Work with the development team and Department of Energy technical stakeholders to plan and execute the migration of the system to Azure Gov Cloud.
• Participate in code reviews, providing constructive feedback to peers to maintain high‑quality code.
• Create new system enhancements, change requests, and address defects to improve the application.
• Stay informed about industry trends and technologies to keep our solutions innovative and cutting‑edge.
• Optimize and maintain existing codebases to ensure top performance and scalability.
• Implement defensive programming strategies to enhance security and scalability.

• Over 8 years of professional experience in ASP.NET back‑end development and SQL databases.
• More than 8 years of experience with front‑end technologies such as Angular, HTML, CSS, and JavaScript.
• Proven ability to manage large‑scale projects and execute cloud migrations.
• Experience with .NET Core and later versions, including .NET 8.
• Strong problem‑solving skills and acute attention to detail.
• Effective communication with cross‑functional teams and stakeholders.
• Proficient in technologies including .NET, C#, T‑SQL, Angular, JavaScript, Type Script, Node.js, HTML, CSS, NPM, Webpack, Bootstrap, Entity Framework, Reg Ex, and LINQ.
• Solid grounding in Object‑Oriented Programming (OOP), SOLID principles, Event‑Driven Architecture, Microservices, RESTful APIs, Git, CI/CD, Testing and QA practices, Responsive Web Design, and Output Encoding.
• Expertise in Secure Coding practices, Input validation, Role‑Based Access Control (RBAC), Multi‑Factor Authentication (MFA), Active Directory integration, Authentication, and Authorization protocols (OAuth, JWT), Error handling, Logging, Cloud architecture principles, Azure Functions, App Services, and more.

• Experience with AI code assistants (e.g., Tab Nine, Copilot).
• Skills in unstructured data extraction using AI.
• Familiarity with designing and implementing agentic models.
• Experience deploying and maintaining hosted AI models, including those from OpenAI.
• Relevant Azure AI certifications such as AI‑102 or DP‑203 are preferred.

• Bachelor’s Degree in Computer Science or a related field is required.
• Azure Architect Certification is highly preferred.
