Position Overview Fishing Technology and Operations Specialist – FAO, Rome, Italy. Full‑time, on‑site, consultant/PSA (Personal Services Agreement) with a duration of one to eleven months. The role supports the FAO Fisheries Division (NFIFP) in developing and implementing sustainable fishing practices, vessel and gear technologies, pollution reduction initiatives, and related projects such as Glo Litter, Reg Litter, PROSEAS, and REBYC III.
Responsibilities Support project formulation in line with FAO strategic objectives and the project cycle.
Coordinate, implement, and administer assigned activities, ensuring compliance with FAO rules, procedures, donor requirements, and relevant standards.
Assist in the design, implementation, and evaluation of projects (e.g., Glo Litter Partnerships, Reg Litter, PROSEAS, REBYC III).
Provide substantive technical inputs—studies, publications, manuals, capacity‑building materials, knowledge products, and dissemination tools—across NFIFP focus areas.
Collect, manage, and analyze data to inform policy and technical work.
Perform outreach, communication, and stakeholder engagement activities.
Support policy and legislative revisions in beneficiary countries regarding voluntary guidelines on fishing gear marking and the FAO Code of Conduct for Responsible Fisheries.
Organise and participate in external events, workshops, technical meetings, and field missions.
Collaborate with FAO divisions, UN agencies, intergovernmental bodies, NGOs, and other partners on shared interests.
Monitor programme expenses, resource mobilisation, and internal compliance processes.
Represent NFIFP at internal and external meetings, contributing to the Programme Priority Area on Blue Transformation and other FAO PPAs.
Qualifications Advanced university degree in Fisheries, Biology, Veterinary, Environmental Studies, Marine Engineering, Architecture, Development Studies, Economics, Occupational Health and Safety, Political Science, Law, Business Administration, International Relations, or a related discipline (a bachelor's degree plus two additional years of professional experience may be acceptable for COF.REG).
University degree (or equivalent technical diploma with 5+ years of experience) for PSA.
Relevant experience in at least one of the following areas: fishing operations, vessel design and technology, fishing gear technology and selectivity, environmental impacts of fishing, pollution reduction in fisheries, waste management, fisheries infrastructure, fleet economic performance, micro‑finance, credit, insurance, investments, emergency response, safety at sea, or project formulation and implementation.
Experience levels: COF.REG/PSA LevelA – ≥10years, LevelB – ≥5years, LevelC – 1–4years.
Working knowledge of English (LevelC) and basic proficiency in one of the FAO languages (French, Spanish, Arabic, Chinese, Russian) is required.
Strong FAO core competencies: results focus, teamwork, communication and relationship building, knowledge sharing, continuous improvement, and technical/functional skills.
Demonstrated experience in project formulation, implementation, and monitoring at local, national, regional, or global levels, especially within developing‑country contexts.
Familiarity with the FAO Code of Conduct for Responsible Fisheries and related guidelines is desirable.
Previous work in diverse, multicultural professional teams and capacity‑building initiatives is an asset.
