BACK  GROUND AND PURPOSE OF THE ASSIGNMENT :
The Pacific region comprises 14 Small Island Developing States (SIDS) covered by the World Food Programme (WFP) Pacific Multi-Country Office, which face some of the highest levels of disaster risk globally due to recurrent natural hazards and the increasing impact of climate change. These contextual factors shape the operating environment for emergency preparedness and response, particularly in relation to connectivity and communications.

WFP''s engagement in the Pacific focuses on strengthening national and regional capacities for emergency preparedness and response (EPR) , including in logistics, emergency telecommunications, disaster risk management, adaptive social protection, anticipatory action and food security, with an emphasis on supporting government-led systems to better support the most at-risk populations.

Within this context , the Emergency Telecommunications Cluster (ETC ) - led globally by WFP under the Logistics and Telecommunications Cluster (LTC) - is activated in the Pacific in a preparedness configuration under the Pacific Humanitarian Team (PHT). This enables sustained readiness efforts, coordination, and capacity strengthening with governments and partners, while ensuring the ability to rapidly scale up telecommunications support during emergencies.

Driven by the ambition to reduce vulnerabilities faced with the increasing impact of climate change, the Training and Development Coordinator will serve as a key member of the WFP
-led Pacific Emergency Telecommunications Cluster team and will be responsible for supporting the implementation of initiatives that strengthen telecommunications resilience across Pacific Island countries under the United States Macro Grant awarded through the Department of State Bureau of Disaster and Humanitarian Response (DHR) .

ACCOUNTABILITIES  / RESPONSIBILITIES:
Based in the WFP Pacific Multi-Country Office (PMCO) in Suva, Fiji, under the supervision of the Head of the Technology Unit (TEC) and Pacific ETC Coordinator, the incumbent will be responsible for the following duties:

Lead the implementation and delivery of the Pacific ETC training programme based on identified Analysis of Organizational Training Needs (AOTN) conducted in 2024 , confirmed and emerging national requirements, and regional preparedness priorities.

Design, d eliver and facilitate emergency telecommunications training activities, including instructor-led workshops, virtual learning events, practical field exercises, tabletop simulations, and regional simulation exercises , working with relevant units in the Pacific MCO to organize events effectively.

Act as a facilitator, trainer, or subject matter resource, as requested by national authorities and partners, to support government-led training, preparedness,…
