The incumbent serves as the Chief of Staff (COS) Physician for Roseburg VA Health Care System (RVAHCS), which includes the Roseburg VA Medical Center, Eugene Health Care Center, Eugene Downtown VA Clinic, North Bend VA Clinic, and Brookings VA Clinic.
QualificationsTo qualify for this position you must meet the basic requirements listed below and any additional requirements specified in the job announcement. Applicants pending completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements- United States Citizenship; non‑citizens may only be appointed if qualified citizens cannot be recruited.
- Doctor of Medicine or equivalent in medicine or osteopathic medicine from an approved school.
- Current full and unrestricted license to practice medicine or surgery in a U.S. state, territory, Commonwealth, or District of Columbia.
- Residency training approved by the Secretary of Veterans Affairs in an accredited core specialty program leading to board‑certification eligibility.
- For physicians in academic training programs, board certification may be required for faculty status.
- Residents currently enrolled in ACGME/AOA accredited programs who meet basic requirements can be appointed as Physician Resident Providers (PRPs) on an intermittent or fee‑basis.
- PRPs must be fully licensed physicians (not a training license) and are not considered independent practitioners.
- Proficiency in spoken and written English.
- Preferred Experience:
Leadership skills in design, implementation, and management of clinical and academic programs; experience supervising administrators, nursing, and physicians; clinical experience in complex healthcare facilities; experience in reviewing and implementing solutions to ensure quality healthcare is provided. - Reference: For more information on this qualification standard, visit https://(Use the "Apply for this Job" box below). - Physical Requirements:
Incumbent must be physically and mentally able to efficiently perform the essential functions of the position without hazard to self or others; requires navigation across the campus, ability to climb stairs, standing, walking, bending, carrying light objects, and a valid driver’s license. Basic Life Support (BLS) is required.
- The Chief of Staff, under a performance contract with the Facility Director, serves as advisor for all clinical operations within the health care system.
- High‑level position requiring expert knowledge and decision making to implement decisions, programs, and hold staff accountable.
- Ensures processes are in place for permanent resolution and that auditing can/will occur.
- Promotes development of health care professionals through counseling, mentoring, teaching, and encouraging self‑assessment.
- Contributes to an environment that provides educational activity and administrative planning and evaluation based on current health care principles.
- Establishes mechanisms to inform VHA components of clinical program developments that affect them.
- Takes an active role as a health care system management team member, providing advice and counsel in defining and accomplishing the system’s mission and goals.
- Represents the health care system internally and externally to reflect positively on the system, VISN, and VHA.
- Serves as professional liaison to DVA, Federal facilities, community, affiliates, media, congressional offices, and constituent organizations.
- Maintains and promotes high ethical and clinical standards in decision making; promotes constructive problem resolution in an environment of competing priorities.
- Achieves corporate objectives in quality of services and programs, evaluated by internal indicators, regulatory reviews, accreditation, and patient satisfaction data.
- Provides a comprehensive total rewards package including competitive salary, annual performance bonus, benefits, and retirement options.
- Competitive salary ranging from $200,000 to $400,000 per year.
