The role involves overseeing construction and maintenance operations, design section activities, inspection of construction projects, and right‑of‑way processes for the Fort Bend area.
Responsibilities- Approves and inspects driveway, utility, and drainage fill permits and monitors removal of illegal signs.
- Directs administrative and business operation activities including human resources, training, inventory oversight, safety, and budget monitoring.
- Directs and plans project development and/or provides estimates.
- Develops work programs to meet transportation needs within the assigned geographical area.
- Oversees contractor compliance with plans and specifications; authorizes payment of estimates; resolves differences, disputes, and claims; prepares and approves expenditures.
- Plans and executes emergency procedures, preparedness and response for a geographic area; responds to office/incident locations to direct or oversee activities for emergencies.
- Provides direction for construction projects and/or contract change negotiations.
- Represents the Department to the public; answers inquiries from governmental officials, makes media presentations, speaks at public functions, and participates in civic endeavors.
- Reviews all plans prepared by the area office before transmitting to district headquarters; provides technical expertise.
- Performs other job responsibilities as assigned.
- Education: Bachelor’s degree in engineering or related science. Bachelor’s or higher degree accepted by TX PELS.
- Experience: 5 years of transportation engineering (full‑time or prorated part‑time). Related graduate‑level education may substitute for experience (one year per year). 1 year of supervisory/managerial experience required; project leader or lead worker experience may substitute.
- Licenses and
Certifications:- Valid driver’s license; position requires driving a state vehicle.
- Licensed Professional Engineer.
- Professional engineers licensed in another state but not currently licensed in Texas must obtain a Texas professional engineering license within six (6) months of hire and sign an agreement.
- Extensive knowledge of:
- Construction engineering policies and procedures
- Design and planning methods and requirements
- Inspection methods, procedures, and techniques
- Testing methods, processes, and procedures
- Maintenance concepts, methods, policies, and requirements
- Considerable knowledge of:
- Human resources management policies and practices
- Budgeting methods and procedures
- Contract development and oversight
- Expert skill in:
- Public relations for maintaining effective relationships with internal and external stakeholders
- Proficient skill in:
- Planning, assigning, directing, coordinating, and reviewing work of professional, administrative, and technical employees
- Sedentary work:
Lift up to 10 lbs at a time and occasionally carry files or small tools. - Light work:
Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs. - Standing for prolonged periods.
- Repetitive motion: substantial movements of wrists, hands, and/or fingers.
- Close visual acuity: work includes data and figures; view a computer screen; extensive reading.
- Must pass a drug test prior to employment for safety impact positions. This is a safety impact position and will be subject to random drug testing.
- Medical marijuana is not considered a valid medical explanation for a positive drug test under 49 CFR Part 40.
