Under the general direction of the County Manager or assigned designee, manages eight (8) Volunteer Fire Departments (VFDs) including department budget and functional tasks. Responsible for establishing, enforcing, and maintaining policies, standard operating procedures, rules, and regulations and managing the delivery of emergency services to the citizens and visitors of Chaves County. Duties accomplished by interacting with all department fire chiefs, volunteer firefighters, officers, management, elected officials, the public, and State and Federal agencies.
Provides management direction, training, and support; ensures compliance with operating procedures and with applicable laws and regulations.
- Coordinate and conduct yearly inventory inspections of up to fourteen (14) stations throughout the Eight (8) VFDs
- Coordinate daily, weekly, monthly, and yearly with all eight (8) of the Chaves Co. Volunteer Fire Departments (VFDs) staff to ensure incident reporting is submitted and reported in a timely manner on all third-party software applications as well as direct NFIRS/NERIS reporting systems. Create a process or action plan for report accountability.
- Maintain required records and files of all safety, fire maintenance, fire and EMS reporting to include notice of accidents, work orders and warranties.
- Coordinate with the VFDs and conduct quarterly Fire Board meetings and agenda.
- Constant communication and coordinated efforts for collecting purchase receipts from VFDs and Purchase Card Reconciliation reports in accordance with Chaves Co. purchasing policies.
- Keep the County Manager and the finance department informed of all aspects of budgetary and maintenance related matters.
- Coordinate and work with the Eight (8) Volunteer Fire Departments on budgeting and expenditure of funds. Coordinates budgets for volunteer fire departments. Coordinated the department’s annual fire budget preparation process with the Finance Department and County Manager. This includes reviewing, analyzing, and quality assuring submitted budget estimates. Analyzes information and makes recommendations regarding both expenditure and revenue trends. Works with the Chaves Co.
finance department and Fire Departments to monitor and compare actual revenues and expenses to budget.
- Follow the State of New Mexico Purchasing and Procurement Laws, County Purchasing Policy and Grant agreements for making purchases, transferring and disposing of assets.
- Serve as liaison between the County Commissioners and various advisory councils within the County as assigned by the County Manager.
- Coordinates preparation and submission of grant applications.
- As directed, coordinates, attends and participates in Board of County Commission and other government meetings related to safety, maintenance, fire or emergency management related matters.
- Serves and assists the VFDs on reporting and is responsible for submitting EMS applications and other funding requirements on behalf of the volunteer departments.
- Coordinate replacement of vehicles and fire apparatus with the VFDs in accordance with Chaves Co. vehicle replacement schedule, ICIP, and fire funds provided. Must coordinate quote, vendor procurement procedures, and approvals through State DHSEM Chief, State Fire Marshall, and other entities as needed.
- Coordination, maintenance, record keeping of all VFD training, equipment checks, yearly certifications of training and equipment.
- Coordinates with Chaves Co. Safety & Compliance Manager to administer/teaches the Risk Awareness Program (RAP) and other classes as assigned.
- Serves as the County representative on the local Emergency Planning Council and may assist with preparing the annual Tier II Report and prepare the OSHA 300 reports.
- Employee must perform all duties with minimum supervision. Due to directing Volunteer Fire Departments, employee may be required to work irregular hours, attend job related meetings. May be asked to perform other duties as needed or directed by management.
