Are you passionate about building resilience and ensuring communities are prepared for emergencies?

An exciting opportunity has arisen to join the Emergency Planning Shared Service, a collaborative shared service between Rotherham Metropolitan Borough Council and Sheffield City Council.

We are seeking a dynamic, experienced and motivated Resilience Officer to work as part of a forward‑thinking network of competent professionals working across both vibrant Councils influencing emergency preparedness, business continuity and resilience and making a real difference.

As a Resilience Officer, you will play a key role in delivering the statutory duties of the Civil Contingencies Act 2004 across both councils. You will collaborate with internal teams, external partners, and the Local Resilience Forum (LRF) to ensure robust emergency preparedness, response, and recovery arrangements are in place as well as ensuring the Councils business continuity planning is robust.

You will contribute to the development, maintenance, and enhancement of emergency preparedness, resilience, and response arrangements. Your responsibilities will also include providing specialist advice and guidance to staff, managers, and partners involved in incident response and leading exercises and training programmes to embed awareness and readiness.

You will also be part of a 24/7 on‑call duty rota, providing critical support and guidance during incidents.

Qualifications
  • A strong demonstratable background in emergency planning and business continuity.
  • Strong knowledge of the Civil Contingencies Act and resilience frameworks.
  • Membership of a relevant professional body (e.g., BCI, EPS).
  • Excellent communication and interpersonal skills.
  • The ability to manage complex and sensitive issues, prioritise workload, and meet deadlines.
  • Flexibility to work out‑of‑hours during incidents and across both shared service partner locations.

This post will have access to the Public Services Network, if successful you will be required to apply for a disclosure of criminal records check at the Basic level (unspent criminal convictions).
