Are you an experienced housing enforcement professional looking for an opportunity to make a real difference to the quality of housing across Rotherham?

Rotherham Metropolitan Borough Council is seeking a highly motivated Environmental Health Officer / Community Protection Officer to join our Private Sector Housing Team. This is an exciting opportunity to play a leading role in delivering our ambitious Selective Licensing Programme, improving housing standards, tackling poor property management, and protecting residents living in the private rented sector.

Working across the borough, you will undertake a wide range of regulatory and enforcement activities, with a particular focus on driving compliance within Selective Licensing areas. You will carry out inspections, compliance visits, investigations and enforcement interventions to ensure landlords meet their legal responsibilities and provide safe, well-managed homes.

The Role

You will:

  • Lead and undertake compliance inspections within Selective Licensing areas.
  • Investigate housing standards complaints and identify hazards under the Housing Health and Safety Rating System (HHSRS).
  • Deliver proportionate but robust enforcement action where standards are not met.
  • Issue legal notices, prepare evidence files, and support prosecutions, civil penalties and other formal interventions.
  • Provide professional advice and guidance to landlords, agents, tenants and partner agencies.
  • Manage complex housing enforcement cases and contribute to service improvement initiatives.
  • Support and mentor less experienced officers within the team.
  • Help prepare the service for new regulatory requirements arising from the Renters Reform programme and other legislative changes.
About You

We are looking for a confident and experienced professional who can balance effective regulation with excellent customer service.

You will have:

Essential
  • A Degree in Environmental Health or recognised equivalent qualification, or equivalent knowledge and experience gained through relevant enforcement work.
  • Competency in the Housing Health and Safety Rating System (HHSRS).
  • Experience of working within housing enforcement, environmental health, regulatory services or a comparable enforcement environment.
  • Experience of investigating offences, serving statutory notices and undertaking enforcement action.
  • Excellent communication and problem-solving skills.
  • The ability to manage a varied workload and deliver results in a fast-paced environment.
