Independent Reviewing Officer

An Independent Reviewing Officer post in Children and Young People's Services at Rotherham Metropolitan Borough Council, replacing a retiring postholder from January 2027. The work centres on chairing statutory reviews for children in care and checking that care plans are robust and reflect each child's current needs. It also gives independent oversight of the council's care planning and safeguarding, with constructive challenge where needed, under the IRO Handbook and the Children Act 1989.

An enhanced DBS check is required.

• Chair statutory reviews for children in care in line with legal and procedural requirements
• Ensure care plans are robust, reflect the child's current needs and promote positive outcomes
• Provide independent oversight and scrutiny of the council's care planning and safeguarding performance
• Challenge poor practice and elevate concerns in a restorative, solution-focused way
• Ensure compliance with the IRO Handbook, the Children Act 1989 and related regulations
• Promote the voice of the child so their views are central to decision-making
• Monitor the progress and quality of care planning and decision-making
• Maintain accurate and timely records of reviews and decisions
• Promote multi-agency collaboration to support positive outcomes for children
