ResponsibilitiesUnder the general supervision of the Assistant Director of Public Works – Engineering, the Construction Project Manager is responsible for performing work related to planning and managing capital improvement projects related to infrastructure or facility projects. The position includes:
- Proposing new projects; presenting projects to applicable advisory committees for review and approval
- Composing and assembling construction contracts, plans, and related documents
- Advertising, bidding, evaluating, negotiating, and executing professional consultant contracts
- Performing the full range of project management responsibilities
- Reviewing plans and specifications
- Performing site inspections
- Managing, directing, and coordinating consultant engineering and architectural design
- Ensuring compliance with applicable laws, codes, ordinances, and regulations
- Processing contractor payments
- Facilitating meetings with residents, businesses, and/or other interested parties
- Researching, analyzing, and resolving construction and project problems
- Processing change orders
Additional duties include:
- Designing in-house projects, which includes project layout, review, comments, specification preparation, bidding, and construction;
- Implementing design and construction standard updates, collaborating with other internal departments on potential issues that may warrant incorporation into the City’s General Design Standards;
- Participating in inter‑departmental project development, review, and coordination, working with internal departments in developing project scope, budget, design, and construction issues;
- Responding to building inspection comments;
- Monitoring compliance with applicable City standards related to design, equipment, and material construction products;
- Responding to a broad range of requests for information, service, concerns, or complaints from citizens, businesses, government agencies, and/or other interested parties regarding a variety of engineering‑related issues;
- Gathering and analyzing data to respond to complaints from citizens, making recommendations for solutions based on research findings;
- Participating in meetings, committees, and task forces to provide expert‑level technical engineering advice and information;
- Performing other duties as assigned.
Bachelor’s degree in civil engineering, construction management, public administration, or a related field (master’s degree preferred).
Five (5) years of experience in project management, particularly in overseeing capital projects within a municipal or government setting.
Knowledge & Skills- Knowledge of civil engineering principles and practices
- Knowledge of architectural design principles
- Reading and interpreting a variety of engineering documents, including blueprints and schematics
- Understanding and applying applicable laws, codes, rules, regulations, and design standards
- Analyzing and evaluating the relevance and importance of theories, concepts, and principles
- Applying independent judgment, personal discretion, and resourcefulness to interpret and apply guidelines
- Managing large‑scale, complex projects
- Managing contracts
- Prioritizing, organizing, and managing multiple projects
- Providing customer service
- Gathering and analyzing information and making recommendations based on findings and supporting organizational goals
- Operating computer and related software applications (AutoCAD, Micro‑Paver, Bluebeam, ArcGIS preferred)
- Effective oral and written communication with individuals and groups internal and external to the organization
Valid driver’s license required. Must maintain a good driving record in accordance with the City of Rowlett driving standards and report all traffic citations within two working days.
Project Management Professional (PMP) certification or similar highly desired.
Physical RequirementsFrequent reaching, sitting, standing, walking, talking, seeing, hearing, and manual dexterity. Occasional lifting and carrying up to 25 pounds. Work typically performed in both standard office and outdoor environments with exposure to construction equipment with moving mechanical parts and noise.
