Overview
Under the general supervision of the Assistant Director of Public Works – Engineering, the Construction Project Manager is responsible for planning and managing capital improvement projects related to infrastructure or facilities. Duties include proposing new projects; developing scope; negotiating fees; performing design development and review; managing and coordinating construction activities; and updating general design standards. This position works on Capital Improvement Projects funded with bond proceeds.
Responsibilities- Manage Capital Improvement Plan projects, including construction activities: proposing new projects; presenting projects to applicable advisory committees for review and approval; composing and assembling construction contracts, plans, and related documents; advertising, bidding, evaluating, negotiating, and executing professional consultant contracts; performing the full range of project management responsibilities; reviewing plans and specifications; performing site inspections; managing, directing, and coordinating consultant engineering and architectural design;
ensuring compliance with applicable laws, codes, ordinances, and regulations; processing contractor payments; facilitating meetings with residents, businesses, and/or other interested parties; researching, analyzing, and resolving construction and project problems; processing change orders; and other related activities. - Design in-house projects, including project layout, review, comments, specification preparation, bidding, and construction; implement design and construction standard updates; collaborate with other internal departments on issues that may warrant incorporation into the City’s General Design Standards to prevent future problems.
- Participate in inter-departmental project development, review, and coordination with internal departments on project scope, budget, design, and construction issues; respond to building inspection comments; monitor compliance with City standards related to design, equipment, and material construction; respond to information requests, concerns, or complaints from citizens, businesses, government agencies, and other interested parties regarding engineering-related issues; gather and analyze data to respond to complaints;
make recommendations based on research findings. - Participate in/on a variety of meetings, committees, and/task forces to provide expert-level technical engineering advice and information based on assigned area of responsibility; analyze, review, and critique development projects and plans.
- Perform other duties as assigned; maintain regular, reliable, and non-disruptive attendance and foster professional, harmonious working relationships.
- Bachelor’s degree in civil engineering, construction management, public administration, or a related field (master’s degree preferred).
- Five (5) years of experience in project management, particularly overseeing capital projects within a municipal or government setting.
- Knowledge of civil engineering principles and practices; architectural design principles; ability to read and interpret engineering documents, blueprints, and schematics; interpret and apply laws, codes, rules, and design standards; evaluate technical materials.
- Strong analytical, judgment, and problem-solving abilities; capability to manage large-scale, complex projects and contracts; ability to prioritize, organize, and manage multiple projects; strong customer service skills; ability to gather and analyze information and make recommendations to support organizational goals.
- Proficiency with computers and related software applications; effective written and oral communication with a variety of individuals.
- Valid driver’s license with a good driving record in accordance with city standards; must report all traffic citations to the departmental Director or designee within two working days of receipt.
- Project Management Professional (PMP) certification or similar highly desired.
- Knowledge and skill in AutoCAD and/or Micro-Paver, Bluebeam, ArcGIS preferred.
- Frequent reaching, sitting, standing, walking, talking, seeing, hearing, and manual dexterity; occasional lifting and carrying up to 25 pounds.
- Work is typically performed in both standard office and outdoor environments; exposure to construction equipment with moving parts and noise.
