Job Summary

Northrop Grumman Defense Systems is seeking a PM&P Section Manager 2 to lead a team of engineers within a matrixed functional organization, ensuring integration across design and manufacturing teams under our Systems Engineering framework. The role involves managing personnel, providing mentorship, driving process improvements, and collaborating with senior management across multiple phases of program development.

Key Responsibilities
  • Manage a motivated team of PM&P engineers within a matrixed functional organization.
  • Provide performance feedback, training, mentoring and coaching to employees.
  • Support workforce planning to maintain sufficient depth and breadth of skillsets.
  • Conduct employee performance reviews and support career development.
  • Deliver excellent communication, mentoring, interpersonal skills, and collaborate with senior management, peers and employees.
  • Support development and refinement of processes and tools for business areas and programs.
  • Support proposal work, independent technical reviews, program stand‑up & audits, and special assignments.
  • Support employee engagement, hiring, training, attraction, and retention of top talent.
  • Provide technical support to the Sentinel program for non‑metallic materials:
    • Review and analyze engineering change data, coordinate changes with engineering, quality, support and manufacturing.
    • Serve as subject matter expert for non‑metallic materials, part/material specifications and qualification plans.
    • Perform risk analysis, trade studies, process improvement analysis, and cost estimates.
    • Track tasks and assignments for the team and support workload balancing.
    • Ensure team members have required tools and access to perform PM&P responsibilities.
    • Collaborate with other engineering assignment managers/ leads to align priorities and support overall program execution.

Standard work schedule is a 9/80 (Monday–Thursday 9‑hour days, alternate Fridays off).

Qualifications
  • Bachelor’s Degree in STEM with 8+ years of related experience, or Master’s Degree in STEM with 6+ years.
  • U.S. Citizen with ability to obtain a DoD Secret clearance.
  • Ability to attain & maintain Special Program Access (SAP).
  • 2 years experience in PM&P or Systems Engineering + PM&P disciplines.
  • Experience ensuring PM&P program or contract requirements applied to parts, materials and assemblies.
  • Proficient in Microsoft Office tools.
Preferred Qualifications
  • Bachelor’s in Materials Science, Polymer Engineering or Chemical Engineering, and 6+ years experience in DoD, aerospace, oil & gas or nuclear regulated industries.
  • Minimum 1 year experience leading a project or driving performance in a PM&P organization.
  • Active In‑Scope DOD Secret clearance or higher, renewed within the past 6 years.
  • Special Program Access.
  • Experience interpreting and ensuring design compliance to industry/military standards.
  • ICBM experience.
  • 2 years experience in a people leadership role or 4 years technical lead experience.
  • Knowledge of SharePoint, JIRA, Confluence, Microsoft Teams, Siemens Teamcenter or other life‑cycle management systems.
  • Experience in project management (Microsoft Project & Visio).
  • Experience writing & defending technical position papers.
  • Experience with chief engineers & Integrated Product Teams.
  • Experience in Agile & digital design environments.
  • Delegation & mentoring of junior engineers.
  • Reviewing technical drawings & engineering data for parts and assemblies.
  • Supply chain management knowledge for parts management and technical specifications.
  • Excellent communication, interpersonal skills, & ability to interface with all organizational levels.
  • Flexibility to dynamic & collaborative environment, and change.
Salary

Primary Level Salary Range: $ – $. The range is a guideline; actual offers consider various factors.

Benefits & Bonuses
