A Parking Enforcement Officer is responsible for enforcing the laws and ordinances pertaining to parking throughout the city. Work consists of routine patrol in all weather conditions on foot or in a vehicle of an assigned district for the purpose of monitoring and enforcing parking meters in metered lots and on metered streets and other prohibited parking, plus court testimony relevant to the same as required.
Parking Enforcement Officers will use handheld tablets and computers to review a vehicle’s payment history and issue violations for non‑payment and other infractions as appropriate. Assignments are received from, and work is performed under the general supervision of the Parking Systems Managers and Police Department Supervisors. Although work is performed in accordance with established rules and procedures, a Parking Enforcement Officer is expected to interact professionally with the public while exercising independent judgment and discretion in the performance of the tasks.
Job Functions
- Enforce the laws and ordinances of the City of Royal Oak pertaining to parking.
- Check automobile parking in metered and otherwise restricted areas; and write violation tickets for vehicles that are illegally parked.
- Testify in court regarding contested tickets.
- Report meters out of order.
- Watch for stolen cars and missing persons.
- Provide information and assistance to the general public.
- Perform related work as required or assigned.
- Graduation from a standard high school, plus experience in public contacts, ordinance enforcement and court testimony.
- A valid State of Michigan motor vehicle operator’s permit with a clean driving record.
- Ability to read, interpret and obey laws, regulations and departmental rules.
- Ability to understand and carry out oral and written instructions.
- Ability to analyze situations and adopt a quick, effective and reasonable course of action.
- Ability to successfully complete all job‑related training during the probationary period.
- Ability to deal courteously, but firmly, with the general public and to communicate effectively.
- Ability to effectively testify in court.
- Ability to work outside in all types of weather conditions.
- Ability to operate a motor vehicle.
- Ability to walk and be on one's feet for long periods of time.
- Ability to sit and use a computer for long periods of time.
- Ability to write and print legibly.
- Ability to operate computers and web‑based programs.
- Ability to operate computer tablets and applications.
