Housing Officer (Housing Management & Coordination)

Housing Services Team Leader

Role Purpose

To deliver a comprehensive housing management service to council tenants, supporting tenancy sustainment, enforcing tenancy conditions, and contributing to safe, well-managed communities in line with council policies, legislation, and values.

Key Responsibilities
  • Manage day-to-day housing management for general needs council properties
  • Act as the main point of contact for tenants, providing advice and support via visits, interviews, phone, and written correspondence
  • Support new tenants through settling-in visits and ongoing tenancy management
  • Investigate and manage breaches of tenancy, including anti-social behaviour, neighbour disputes, and enforcement action up to court proceedings
  • Work with internal teams and external agencies to sustain tenancies through a multi-agency approach
  • Assess tenants’ financial circumstances and refer to income, benefits, and specialist support services
  • Carry out estate inspections and health & safety checks, taking appropriate remedial action
  • Process tenancy changes including transfers, mutual exchanges, and succession
  • Maintain accurate records, case notes, and reports on housing management systems
  • Promote tenant engagement and community cohesion
Other Requirements
  • Attend court and multi-agency meetings when required
  • Provide operational support to Independent Living staff
  • Ensure compliance with housing legislation, safeguarding, data protection, and health & safety requirements
Working Conditions

Mix of office-based, estate, and home-visit work

Occasional evening meetings

Full UK driving licence required
