Job Description 3 Month Contract With A Local AuthorityJob Purpose
To work under the direction of the Housing Services Manager to deliver key housing service improvement projects, including reviews of Independent Living Services, Lifeline and Out of Hours Services, tenancy arrangements, rents and service charges, and property management initiatives. The role also supports tenant engagement, service redesign, and the implementation of new ways of working across Housing Services.
Key Responsibilities- Develop and deliver housing service improvement projects from initiation through to completion.
- Prepare project initiation documents, project briefs, option appraisals, project plans, risk registers, and specifications.
- Research service delivery options, including costings and feasibility assessments, and make recommendations.
- Organise and deliver tenant and stakeholder consultation exercises.
- Produce information and project updates for service users, senior officers, elected members, contractors, and other stakeholders.
- Draft, review, and update policies, procedures, and project documentation.
- Support the implementation of new processes and ways of working across Housing Services.
- Deliver training and guidance to staff on new procedures and service changes.
- Contribute to reviews of Independent Living Services, Lifeline and Out of Hours Services, tenancy terms and conditions, rents, and service charges.
- Assist in establishing service level agreements and property management arrangements with partner organisations.
- Raise purchase requisitions and ensure expenditure complies with Council financial procedures.
- Maintain accurate project records, databases, and documentation in line with corporate policies and data protection requirements.
- Experience working in social housing or a related sector.
- Strong project coordination and organisational skills.
- Excellent written and verbal communication skills, with the ability to engage effectively with tenants, colleagues, and external stakeholders.
- Ability to work independently and collaboratively within a team.
- Strong analytical and problem-solving skills, with the ability to develop practical recommendations.
- Proficiency in Microsoft Office and other IT systems.
- Ability to produce accurate reports and manage multiple priorities.
- Understanding of data protection and confidentiality requirements.
- Full UK driving licence and access to a vehicle for work purposes.
- Experience working with Independent Living or Lifeline Services is desirable.
- Location: Rugby Council - Hybrid working with a mixture of office and site-based work in line with the Council's agile working policy.
