Senior Estates Surveyor

Location:

Catmose, Oakham, LE15 6HP

Start Date:

ASAP

Contract Duration: 3+ Months

Working Hours:

Three days per week, office-based

Pay Rate: £185.00 Per Day

Job Responsibilities

Maintain the property management database (Minerva) through regular reviews, updates, and delegated actions.

Manage budgets and ensure the financial system (Unit4) accurately reflects the Council’s position.

Ensure all properties comply with relevant legislation, health and safety standards, and Council policies.

Promote innovative and creative solutions to meet the Council’s strategic vision for property services.

Oversee the management of all Council-owned properties, ensuring they are well-maintained and used efficiently.

Provide effective, efficient, and economic property advice to the Council and service providers.

Develop and maintain effective working relationships with internal teams and external stakeholders.

Manage the Council’s property assets, including acquisitions, disposals, leases, and valuations.

Ensure the property portfolio is reviewed annually and managed in line with statutory requirements and good practice.

Manage outsourced annual fixed asset valuations and property insurance.

Prepare the property department budget and monitor financial performance to ensure efficiency and accountability.

Deliver departmental and personal targets, identifying training needs through one-to-one appraisals where necessary.

Person Specification

Must-Have Requirements

MRICS qualification essential.

Experience in property and asset management, including acquisitions, disposals, leases, and valuations.

Strong knowledge of property legislation, health and safety standards, and compliance requirements.

Proven ability to manage budgets and financial systems effectively.

Excellent communication and stakeholder management skills.

Competence in using property management systems (e.g., Minerva) and financial systems (e.g., Unit4).

Nice-to-Have Requirements

Experience in local government or public sector property management.

Familiarity with outsourced property valuations and insurance management.

Track record of promoting innovation in property service delivery.
