Rutland City Public Schools (RCPS) seeks a collaborative, creative, and enthusiastic Human Resources Manager to join our leadership team and report directly to the Superintendent of Schools. The HR Manager will be responsible for a wide range of non-payroll employee services supporting 500 employees.
The successful candidate will have demonstrated abilities to lead key human resources functions while also helping to advance the District’s strategic mission of serving Every Student, Every Day. This leadership position will collaborate with the District’s administrative team, as well as working with employees. The incumbent will be expected to help cultivate a positive, professional, and inclusive workplace aligned with District values and goals.
Key ResponsibilitiesThe Human Resources Manager will oversee the following areas of HR operations. These areas exclude payroll and benefits functions, which are managed in the Business Office.
Recruiting and Staffing- Lead District-wide recruiting processes, including preparation of job postings, candidate screening, and new-hire onboarding.
- Support staff planning, job description updates, and position benchmarking.
- Interpret and administer collective bargaining agreements for labor groups as well as individual contracts.
- Assist administrators with employee evaluations and performance-related documentation.
- Support resolution of labor grievance matters and other employee relations issues.
- Administer Family Medical Leave Act (FMLA) and other leave programs, and oversee workers’ compensation administration.
- Ensure compliance with school labor laws, state / federal regulations, and District policies.
- Coordinate District-wide training programs.
- Help to coordinate employee professional development activities.
- Partner with other District leaders on initiatives to enhance a positive and inclusive workplace culture, clear and timely HR communications, and policy updates.
- Contribute to actions that promote employee wellness, safety, and District strategic priorities.
- Undergraduate or master’s degree in human resources, employee relations, business, or a related field.
- Five or more years of human resources experience in education, a public entity, or business.
- Professional certification or plans to achieve such certifications (SHRM, PHR, SPHR).
- Excellent interpersonal skills in terms of active listening, clear communication, and the ability to work effectively and respectfully with all colleagues.
- Strong skills in information management, organization, time management, and proper handling of confidential and sensitive data and material.
— Starting salary range is $90,000 to $94,535, commensurate with experience and qualifications.
