The Special Services Billing & Compliance Specialist provides centralized administrative oversight and support for the billing, documentation, and compliance functions of the Special Services Department.
This position is responsible for coordinating billing requirements across district special education programs, including Maine Care/Medicaid billing and billing responsibilities associated with students attending Thornton Academy. The position also supports department-wide systems for documentation, records management, compliance monitoring, and reporting.
The goal of the position is to establish consistent, accurate, and sustainable systems that support appropriate reimbursement, regulatory compliance, and efficient operation of Special Services.
Essential FunctionsResponsibilities include, but are not limited to:
Billing and Reimbursement- Coordinate Special Services billing processes, including Maine Care/Medicaid billing and associated documentation.
- Coordinate billing responsibilities for eligible services provided to Saco students attending Thornton Academy.
- Review billing documentation for completeness, accuracy, and required supporting information.
- Track submitted, pending, denied, and corrected claims and follow up as needed.
- Maintain billing records and supporting documentation in accordance with applicable requirements.
- Work collaboratively with providers and staff to obtain documentation necessary for timely billing.
- Assist with reconciliation of billing records and reimbursement reports.
- Communicate with district finance staff, providers, and outside agencies regarding billing-related questions.
- Maintain knowledge of changing billing requirements and assist the department in implementing updated procedures.
- Support Special Services administrators in monitoring required documentation and compliance activities.
- Maintain systems for tracking deadlines, required forms, records, submissions, and other department requirements.
- Assist with preparation of documentation for audits, monitoring activities, state reviews, and other compliance processes.
- Maintain accurate and confidential student and program records.
- Support data collection and reporting required by the Maine Department of Education and other agencies.
- Assist with file reviews and internal quality-assurance processes.
- Identify missing or incomplete documentation and coordinate follow-up with appropriate staff.
- Maintain organized systems that allow records to be readily available for administrative review.
- Develop and maintain efficient systems, procedures, spreadsheets, databases, and tracking tools.
- Work closely with the Director of Instructional Support/Special Services and Special Services administrative team.
- Communicate with school-based staff, service providers, Thornton Academy personnel, business office staff, and outside agencies as appropriate.
- Provide administrative support for department initiatives related to billing and compliance.
- Maintain strict confidentiality regarding student, family, personnel, financial, and other protected information.
- Perform other related duties as assigned by the Director of Instructional Support/Special Services or Superintendent/designee.
- High school diploma or equivalent required; associate's or bachelor's degree in business administration, finance, healthcare administration, education, or a related area preferred.
- Experience with billing, claims processing, compliance, accounts receivable, healthcare billing, school-based Medicaid/Maine Care billing, or related administrative work strongly preferred.
