Fleet & Administrative Analyst (GSA BOAC)
Under the direction of Directorate Leadership, the Analyst II provides analytical, administrative, and logistical support to the California Military Department’s Facilities and Infrastructure Directorate. The Analyst II functions as the primary point of contact for the Department’s Billing Office Address Code (BOAC) for the GSA fleet, overseeing vehicle acquisitions, utilization tracking, billing reconciliation, and ensuring compliance with State and Federal regulations.
The Analyst II coordinates with GSA Fleet Management Centers (FMCs) to resolve billing and fleet issues and provides administrative and logistical support to ensure mission success in accordance with Army Regulation (AR) 58‑1, Motor Vehicle Management, and Army Regulation (AR) 735‑5, Property Accountability.

- Provide analytical, administrative, and logistical support for the department’s GSA fleet, including vehicle acquisitions, utilization tracking, and billing reconciliation.
- Coordinate with GSA Fleet Management Centers (FMCs) to resolve billing and fleet issues.
- Ensure compliance with State and Federal regulations, such as AR 58‑1 and AR 735‑5.
- Serve as primary point of contact for the Department’s Billing Office Address Code (BOAC) for the GSA fleet.
- Support mission success by providing administrative and logistical support.
- Work primarily in a standard office setting.
- Duties performed at a desk or front‑desk workstation with computer, telephone, and standard office equipment.
- Requires frequent interaction with staff and visitors, providing customer service in person and over the phone.
- Classification:
Analyst II (minimum). - Minimum qualifications as specified in the Class Specification.
- Valid California Driver’s License (CDL) with endorsements and restrictions.
- Pass a National Agency Check background check and security vetting through the Defense Manpower Data Center (DMDC) to obtain and maintain a CAC.
- College degree obtained outside of the United States must be evaluated by an authorized Credentials Evaluation Service.
- Preferred experience in vehicle fleet management, billing reconciliation, and compliance with federal regulations.
- Experience in property accountability, inventory management, or logistics support.
- Strong organization, multitasking, and communication skills.
- Experience with GSA and BOAC rules or policies.
- Proficiency with Microsoft Office Suite (Word, Excel, Outlook, PowerPoint) or equivalent.
- Ability to travel statewide for vehicle inspections, logistical coordination, or training.
- Willingness to work in a military environment.
- Strong communication skills, both written and verbal.
- Experience in progressively responsible clerical, administrative, or office support roles.
- Familiarity with filing and record‑keeping systems (electronic and paper).
