Overview

The Sacramento Metropolitan Air Quality Management District is responsible for protecting public health and the environment through effective air quality management and enforcement of local, state, and federal air pollution control regulations. The District’s mission is to achieve and maintain health-based air quality standards for the Sacramento region while supporting economic vitality and community engagement. The Engineering and Compliance Division (ECD) includes key programs that support the District’s regulatory responsibilities, including reviewing air quality permit applications and performing engineering evaluations such as Best Available Control Technology (BACT) determinations, AB 2588 Air Toxics program work related to toxic air emissions, and specialized permitting for major sources of air pollution.

• Oversee the engineering and permitting section, managing multiple work units and air quality engineers to fulfill regulatory and permitting responsibilities.
• Directly work under the ECD Director; provide financial oversight of the section and manage internal and external communications with the public, permitted businesses, local agencies, state and federal agencies, and District leadership.
• Lead complex data analysis, track regulatory changes and impacts, prepare reports and presentations, and represent the District at various meetings.
• Supervise, oversee, and manage the activities and personnel of a section within a division; provide technical assistance to the division manager; perform related duties as required.

Education and Experience: Completion of a bachelor's degree from an accredited college or university in a related engineering specialty, and environmental science, industrial technology or a related field, plus five years of full-time experience in a major air quality program including at least one year of supervisory experience.

Knowledge Of: Principles and practices of personnel management, fiscal management and budget administration; current federal, state, and local air quality laws, rules and regulations; relationship of federal/state programs to local government; engineering principles; equipment and methods to determine and control sources of air contamination; and related enforcement and rule development practices.

Ability To: Plan, organize and evaluate air quality services and programs; develop and monitor policies and standards; supervise staff; coordinate with industry, government, media, and the public; administer budgets, contracts and grants; represent the District before groups; interpret and enforce applicable laws; analyze and present complex data and reports.

Special Requirements: Possession of a valid Class C California driver’s license.

Working Conditions & Physical Demands: Primarily desk work with occasional travel by car. Occasional lifting up to 25 pounds; walking, bending, stooping, and squatting. Generally a clean work environment with travel throughout the District.
