Department OverviewThe Office of General Counsel (HCD) supports the California Department of Housing & Community Development in providing stable, safe homes and affordable housing programs for veterans, seniors, young families, farm workers, tribes, people with disabilities, and those experiencing homelessness. LegalDuties and Responsibilities
Under the direction of the Assistant Chief Counsel, the Attorney will provide legal advice and services for a variety of housing programs administered by the department.
Responsibilities include:
- Advising the department on legal issues related to housing programs, policies, and legislation.
- Drafting, reviewing, and negotiating contracts, agreements, and memoranda of understanding.
- Representing the department in hearings, investigations, and litigation related to housing matters.
- Providing guidance on regulatory compliance, risk management, and best practices.
- Managing complex assignments with relative independence and minimal supervision.
Under California Government Code Section 14200, this position is eligible for hybrid telework. Telework-eligible applicants must reside in California. In some circumstances, full‑time remote work may be authorized at the department’s discretion.
