The Community Development Department is seeking a Senior Code Enforcement Officer to help lead field efforts addressing vehicle-related violations, blight, and other code enforcement concerns throughout the City. The position will provide guidance and support to staff while focusing on the investigation and abatement of abandoned or inoperable vehicles, hazardous vehicles, including situations involving unhoused individuals living in or around vehicles and encampments.
The Senior Code Enforcement Officer will provide insight on applicable codes and laws, coordinate with other City departments and service providers when appropriate, and take enforcement or abatement action when necessary to resolve violations and community concerns.
The ideal candidate is an experienced code enforcement individual who can help lead field activities, guide staff, and make sound enforcement decisions. They preferably are skilled in addressing vehicle-related violations, blight, health and safety, and situations involving unhoused individuals and encampments. They will be professional, collaborative, and effective at educating the public, coordinating with City departments and service providers, and balancing voluntary compliance with enforcement and abatement.
Strong communication, leadership, and judgment are essential.
To supervise and participate in the office and field work involving either the inspection and enforcement of nuisance, zoning, weed, junk and debris, and other related codes, ordinances, and regulations and/or involving the inspection and enforcement of environmental health codes and ordinances related to pest infestation, noise, and smoke.
SUPERVISION RECEIVED AND EXERCISEDDirection is provided by a higher-level management personnel. Responsibilities require the direct and indirect supervision of field and office personnel.
TYPICAL DUTIES- Review the work of subordinate personnel involved in the inspection and enforcement of City codes, ordinances, and regulations.
- Direct, supervise, and participate in the implementation of the comprehensive nuisance abatement and/or environmental health programs.
- Plan, schedule, and assign work to subordinate personnel.
- Perform the more difficult field and follow-up investigations.
- Issue infraction/misdemeanor citations for violations of City and State codes relating to nuisance, zoning, pest infestation, noise, smoke, junk and debris, abandoned/inoperative vehicles, oversized trucks in residential districts, and parking (outside central City).
- Supervise and participate in the investigation of possible violations; photograph evidence, contact responsible persons, and compose letters; perform follow-up investigations to see that remedial action has been taken.
- Prepare memos and reports on nuisance, environmental, vehicle, and litter abatement cases.
- Prepare codes violation cases for public hearings or court proceedings; attend hearings as necessary for case prosecution.
- Confer and coordinate with other agencies and City departments on the investigation and disposition of code violations and the abatement thereof.
- Compile information on a variety of nuisance abatement matters.
- Respond to public inquires regarding nuisance abatement; attend public meetings for dissemination of information.
- Train subordinate personnel.
- Efficiently and effectively utilize computer hardware/software in daily activities.
- Other related duties may also be performed; not all duties listed are necessarily performed by each individual holding this classification.
