IT Business Systems Analyst; hybrid - Sacramento

Overview

IT Business Systems Analyst (Public Sector) – Sacramento, CA (hybrid; on-site 3 days per week). 6+ month contract with possible extensions.

Client:
Government, focusing on re-engineering process workflows to create efficiencies and better serve the public. Work with subject matter experts to create requirements and project documentation to support developing features in the CLIENT's permitting application, Accela.

• Elicit, develop, and document project requirements and technical specifications; analyze and organize them for clarity and action
• Collaborate with developers to clarify requirements throughout the development cycle
• Create software test plans and user guides
• Conduct thorough quality assurance testing to ensure software system reliability and adherence to requirements
• Train users on new and existing software systems to ensure optimal use and adoption
• Provide input to the project manager on project documentation, including proposals, schedules, change requests, and closure reports

• Must have excellent oral and written communication skills
• Must present well and communicate professionally
• Excellent organizational skills with a keen eye for detail
• Able to establish and meet deadlines
• Able to effectively communicate with customers, technical staff, management, and vendors
• Able to facilitate meetings
• Able to work independently and with minimal supervision
• Able to learn new systems
• Able to interpret complex data and present it clearly to stakeholders
• Experience using Accela, or collaborating with an Accela development team or vendor is a plus
• Experience working in or with a Community Development organization that deals with permits, inspections, and planning is a plus
