Job Description

This hybrid role will be based in our Sacramento office and support natural resource projects across the Sacramento area, Bay Area, and greater Central California. The role involves strategizing permit approaches, leading complex waters and/or species-related permitting efforts, coordinating with resource agency staff, and contributing to business development through proposal preparation and interviews.

Responsibilities
  • Independently manage project teams to prepare large, complex natural resources documents such as Biological Technical Reports, Biological Assessments, 404/401/1602 Permit Applications, 2081 Permit Applications, and Habitat Conservation Plans. Operate as primary author or senior reviewer as appropriate.
  • Manage projects with large‑scale field efforts and intensive schedules.
  • Lead large‑scale compliance projects requiring adherence to permit conditions.
  • Perform project management duties such as forecasting, tracking, accounting updates, invoicing, progress reports, and scheduling.
  • Review contracts to ensure understanding of scope, fee, schedule, and deliverables.
  • Monitor and analyze project costs, commitments, accruals, and changes, and take corrective action where necessary.
  • Operate as primary point of contact for clients and resource agencies on projects.
  • Conduct client management duties such as recurring status meetings, milestone check‑ins, and day‑to‑day interfacing.
  • Support the development of junior practitioners in the practice.
  • Prepare or contribute to competitive proposals and participate in interviews with large or small teams for a variety of clients.
  • Contribute to practice growth through business development.
  • This opportunity may evolve into a supervisory role overseeing a staff of 2–6 team members.
Qualifications

Minimum Qualifications
  • Bachelor’s Degree in a related field (biology, ecology, or project management/controls).
  • Six years of relevant experience or demonstrated equivalency in preparing regulatory documents or project management within natural resources.
  • Valid driver’s license and ability to drive to job sites.
  • U.S. citizenship required.
Preferred Qualifications
  • Master’s Degree in a related field (biology, ecology, or project management/controls).
  • Ten or more years of experience preparing regulatory documents.
  • Significant project management experience with career development of junior and mid‑level staff.
  • Prior direct supervisory experience.
  • Experience with California and federal regulatory processes.
  • CEQA/NEPA experience.
  • Successful marketing experience.
Compensation

Salary range: $100,000 – $130,000 annually, based on education, qualifications, experience, and work location.
