This position is responsible for planning, organizing, directing, and supervising Water Maintenance Foremen, Construction Equipment Operator II’s, Water Plant Maintenance Mechanics, and Water Maintenance Technicians engaged in construction and maintenance activities for the Water Division; as well as working on the projects alongside them. This role provides 24/7/365 on-call coverage to respond to emergencies according to established procedures and prepares and distributes on-call schedule to subordinate and peer staff.
Essential Functions and Responsibilities- Supervises the work of Water Maintenance Labor crews and trades in the cleaning and maintenance of water treatment basins and their appurtenances.
- Supervises the repair of water distribution piping, valves and hydrants within the water treatment plant grounds.
- Supervises the repair and maintenance of plant roads and parking lots.
- Supervises the removal of debris from plant intakes and riverfront.
- Supervises grounds maintenance efforts including grass mowing, tree trimming, tree removal, snow removal, refuse collection and removal.
- Works with water production support and operations work groups on joint construction and maintenance projects.
- Works with other Water Division sections providing support to their operations to fulfill mission.
- Prepares and reviews written reports that includes daily time sheets, weekly report, bi-weekly attendance record, vehicle accident reports, report of injury, supervisor’s analysis of accident or injury, service ratings, etc.
- Secures equipment, repair services, and supplies through direct requests to the storeroom or other staff, by necessary procurement means.
- Obtains and makes various estimates to secure various material and supplies such as concrete and asphalt products.
- Coordinates, schedules, and communicates activities of the Construction and Maintenance Section with both internal and external customers. Plans and schedules staffing to obtain desired results.
- Conducts training on various tasks and equipment, directs weekly safety talks, and conducts accident investigations.
- Communicates and enforces work and safety rules and assures work procedures are followed. Ensure that Department of Personnel Policies and Procedures are understood and followed by subordinate supervisors and employees.
- Inspects plant grounds, pipeline right of way and Reservoir for cleanliness and needed repairs. Meets and communicates with adjacent property owners and plant personnel.
- Conducts and reviews periodic service rating appraisals of workforce.
- Provides 24/7/365 on-call coverage to respond to emergencies according to established procedures. Prepares and distributes on-call schedule to subordinate and peer staff.
- Coordinates and locates for both internal and external utilities; contributes to updating various construction drawings when modifications are made.
- Interviews, evaluates and contributes to hiring prospective new employees.
- Assures adequate materials and supplies are available for assigned construction and maintenance activities.
- Monitors area of responsibility to identify deficiencies and adjust work assignments accordingly.
- Supervises and trains CEO II in the operation and maintenance of construction equipment and operates the equipment, when necessary, to accomplish work group’s goals and objectives.
