Incumbents in this position are responsible for examining commercial and private building plans and inspecting construction sites to ensure compliance with building code regulations. Examples of duties include: reviewing plans for complex construction projects and conducting field inspections; conducting preliminary conferences with architects and engineers for new construction, alterations and repairs to existing buildings and coordinating with other City and Federal agencies and testifying before the Board of Building Appeals.

Essential Functions and Responsibilities
  • Reviews building plans, drawings, specifications and calculations for accuracy and completeness; examines individual components to ensure all code-mandated items have been included.
  • Conducts preliminary conferences with project architects and engineers to identify potential problems.
  • Makes recommendations regarding updates to current building codes.
  • Calculates footage to ensure compliance with code. Indicates and makes recommendations for revisions to bring plans into compliance.
  • Inspects building sites to ensure plans are followed; conducts field inspections for structural integrity and safety of buildings after a catastrophic event.
  • Participates in client meetings related to plan examination of current and proposed projects.
  • Provides technical assistance to other city agencies or departments regarding building code matters.

  • Data Utilization:
    Requires the ability to perform mid-level data analysis including the ability to audit, deduce, assess, conclude and appraise. Requires discretion in determining and referencing such established criteria to define consequences and develop alternatives.

    Requires the ability to provide guidance, assistance and/or interpretation to others, such as coworkers and the public, on how to apply policies, procedures and standards to specific situations.
  • Equipment, Machinery, Tools and Materials Use:
    Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as a personal computer, motor vehicle and/or materials used in performing essential functions.
  • Verbal Aptitude:
    Requires the ability to utilize a variety of reference, descriptive and advisory data and information such as construction documents and estimates, structural calculations, specifications, codes and standards, and non-routine correspondence.
  • Mathematical Aptitude:
    Requires the ability to perform addition, subtraction, multiplication and division; calculate percentages, and decimals; requires the ability to perform basic to advanced algebraic, geometric and trigonometric operations.
  • Functional Reasoning:
    Requires the ability to apply principles of rational systems. Ability to interpret instructions furnished in written, oral, diagrammatic or schedule form. Ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.
  • Situational Reasoning:
    Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental and/or subjective criteria, as opposed to criteria that are clearly measurable or verifiable.
  • Environmental Factors:
    Tasks may risk exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, humidity, rain, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, or irate individuals.
Qualifications

A Bachelor’s degree in Architecture, Civil, Mechanical, or Electrical Engineering, or closely related field from a nationally accredited college or university; plus three years of professional experience in plan review, building design or construction.
OR an equivalent combination of education, training and experience.

License
