The Accounting Officer supports MNsure’s Financial Operations by maintaining and controlling financial activity within the Statewide Integrated Financial Tools (SWIFT) accounting system and assigned subsidiary systems. The role performs professional-level accounting work including accounts payable, accounts receivable, billing, reconciliation, financial analysis, reporting, and technical assistance. The incumbent ensures compliance with federal, state, and agency requirements; maintains accurate financial data and processes;
supports internal controls; and provides responsive service to MNsure staff, DHS partners, carriers, vendors, and auditors within a complex financial environment.
- Manage SWIFT financial activity including accounts payable, accounts receivable, billing, monthly carrier invoicing, and invoice processing.
- Analyze and reconcile financial data across SWIFT and subsidiary systems, including U.S. Bank reconciliation and revenue/expense alignment.
- Develop and maintain financial reports for federal and state agencies, ensuring compliance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), and regulatory standards.
- Evaluate and improve business processes by researching SWIFT functionality, recommending enhancements, and documenting procedures.
- Provide technical assistance to MNsure staff, management, external partners, and auditors on financial operations and accounting policies.
