Job Summary

These positions will work in the Commission’s Energy Planning Unit providing policy and technical analysis and interpretation of complex gas and electric utility regulatory matters to ensure reliable, affordable, and sustainable utility service. The Energy Planning Unit positions analyze and advise on electric and natural gas utilities’ integrated resource planning, resource acquisition, natural gas utility innovation under the Natural Gas Innovation Act, regional market and planning issues, and state policy implementation such as the Carbon-Free Standard and Eligible Energy Technologies Standard.

They require understanding of energy optimization and market simulation models, such as EnCompass, Aurora, and PLEXOS. As a Rate Analyst 2 or 3, the incumbent would examine and interpret, orally and in writing, utility filings on topics such as the interaction of electricity and natural gas policies, comprehensive electric and natural gas planning, and related regulatory and energy policy issues, particularly as the Commission implements recently passed clean energy and decarbonization legislation.

Responsibilities

The incumbent will conduct research, prepare written or oral reports, and provide guidance on increasingly complex economic, regulatory, and energy policy issues. Key duties include: analyzing utility filings, developing policy recommendations, and communicating findings to decision‑makers.

Minimum Qualifications (Rate Analyst
2)
  • At least two (2) years of professional experience with electric and/or natural gas utility regulation or relevant experience in a regulatory setting.
  • Knowledge of basic utility regulatory and energy planning concepts.
  • Experience interpreting energy optimization and market simulation model assumptions and results.
  • Experience writing formal reports for external distribution or briefing decision‑makers.
  • Ability to effectively communicate verbally and in writing.
  • Ability to manage workload and multiple projects simultaneously.
  • Proficiency with Microsoft Outlook, Word, Excel, and cloud applications.
Minimum Qualifications (Rate Analyst
3)
  • At least three (3) years of professional experience with electric and/or natural gas utility planning, modeling analysis or relevant experience in a regulatory setting.
  • Thorough understanding of utility regulatory and energy planning concepts.
  • Experience interpreting energy optimization and market simulation model assumptions and results.
  • Experience writing formal reports for external distribution or briefing decision‑makers.
  • Ability to effectively communicate verbally and in writing.
  • Ability to manage workload and multiple projects simultaneously.
  • Proficiency with Microsoft Outlook, Word, Excel, and cloud applications.
  • A degree in Economics, Finance, Business, Energy/Public Policy, Mathematics, Statistics, Engineering, or related field will substitute for professional experience as follows:
    Doctorate = 24 months;
    Master’s = 18 months;
    Bachelor’s = 12 months;
    Associate’s = 6 months.
Preferred Qualifications
  • Variety of experiences working effectively with others from different backgrounds and cultures.
  • Experience with PLEXOS, EnCompass, Aurora, or similar energy optimization and market simulation models.
