Job SummaryThis posting may be used to fill multiple vacancies.
Administrative appeals work supports the Minnesota Department of Revenue’s mission to make the revenue system work well for Minnesotans. It provides taxpayers with an independent forum to reconsider and resolve tax disputes at the administrative level. Revenue Tax Specialists (Appeals Officers) play an important role in the tax compliance process by independently reviewing complex sales and use tax disputes and determining appropriate resolutions.
This position is responsible for resolving the Department’s most advanced, complex, and specialized sales and use tax administrative appeals. Appeals Officers independently evaluate disputed tax issues by reviewing case files and taxpayer appeals, conducting legal and technical research, and applying relevant tax laws, rules, policies, and procedures. They conduct conferences with taxpayers and their representatives to clarify issues, evaluate the merits of the appeal, and work toward appropriate resolutions.
Key responsibilities include analyzing complex tax disputes, evaluating evidence and arguments, negotiating with taxpayers or their representatives when appropriate, and preparing notices of determination, settlement documents, and other formal appeal documents. The position also communicates and collaborates with Department employees to resolve cases and ensure consistent application of Minnesota tax law and Department policies.
In addition to administrative appeals work, this position provides assistance to Minnesota Attorney General attorneys who litigate tax matters in Tax Court and performs other related duties as assigned.
