POSITION SUMMARY: The role provides expert-level review of construction documents, systems manuals, quality control manuals, and field inspections for compliance with the Minnesota State Building Code and with particular focus on fire suppression sprinkler systems and fire alarm systems for industrialized, modular, and prefabricated buildings. The specialist conducts inspections and ensures adherence to state and federal statutes and rules, performing other duties as assigned.

Minimum Qualifications
  • Current State of Minnesota Building Official certification.
  • Certification as a NFPA Certified Fire Sprinkler Inspector, an ICC Fire Inspector 1 Certification, or completion of the educational courses for Fire Inspector 1 and 2.
  • Four (4) years’ experience in the construction industry, which may include the following:
    • A Bachelor’s degree in Construction Management, Building Code Administration, or Building Technology may substitute for one year of experience; an Associate’s degree may substitute for six months of experience.
    • Experience performing inspections, technical consultation or on‑site evaluation services for manufactured homes or prefabricated or modular buildings.
    • Knowledge of building construction phases to provide technical consultation or on‑site evaluation services in structural, electrical, plumbing, heating systems, building material properties, engineering principles, manufacturing procedures, operation of inspection or approval agencies, and quality control objectives.
    • Knowledge of applicable state and federal statutes, codes, and rules as well as local governments.
    • Analytical skills to review material for relevance, accuracy, correlation, and completeness.
    • Skill using technology tools (laptop, tablet, smartphone) and associated software for recording inspection documents and accessing related database information.
    • Ability to communicate effectively with individuals from diverse backgrounds.
Preferred Qualifications
  • Current Interstate Industrialized Building Commission (IIBC) certification for Plans Examiner or Building Inspector.
  • Experience as a plans examiner and as an on‑site building inspector.
  • Experience with electronic plan review software systems and electronic permitting and database systems.
  • Current International Codes Council (ICC) certification and ability to acquire IBC certification within two years of hire.
  • Language skills other than English (e.g., Somali, Spanish, Hmong, Karen, ASL).
Physical Requirements

Ability to ascend and descend ladders, traverse various terrains, inspect and assess code compliance in multiple structures; ability to lift up to 50 pounds and drive extensively.
