Job Overview

This temporary HR Project Coordinator provides human resources services for the Department of Human Services (DHS) and acts as an HR Generalist, supporting all HR areas including transactions, recruitment, classification, HRIS, and labor relations. The position requires on‑site work in the St. Paul office at least 50% of the time, with optional telework for eligible applicants.

Responsibilities
  • Assist Human Resource Information Systems (HRIS) with various projects and tasks.
  • Research issues, evaluate options, and make recommendations regarding HR related activities.
  • Review informational materials; develop and revise as needed.
  • Assist in development or revisions of personnel related policies and procedures.
  • Review, research, prepare, and process employee and position data transactions in the SEMA4 system and ensure entry is timely and accurate.
  • As needed:
    • Assist with full‑cycle recruitment and staffing services including attracting, assessing, selecting, onboarding, and retaining talent.
    • Assist with labor relations research, analysis, consultation, and direction to all levels of management and others, including interpretation and implementation of collective bargaining agreements and plans applicable to DHS.
    • Assist with conducting job audits, evaluations, and quality reviews to ensure positions are appropriately and consistently classified.
    • Assist with special projects.
Minimum Qualifications
  • One (1) year of HR professional experience supporting an HRIS system, managing projects and implementing project initiatives within a large organization (1000+ employees)
    or three (3) years of advanced technical HR experience supporting an HRIS system within a large organization (1000+ employees).
  • Experience with federal and/or state employment laws and rules.
  • Advanced skills in utilizing an HRIS such as People Soft or a similar system.
  • Advanced proficiency in Microsoft Office, including spreadsheets, databases, and complex word processing documents.
  • Experience with an applicant database software program.
  • Understanding of project management and research principles.
  • Experience recognizing, handling, and maintaining sensitive and confidential information.
Preferred Qualifications
  • Diverse experience working effectively with individuals from different backgrounds and cultures.
  • Experience working in a unionized setting.
  • Knowledge of personnel laws, policies, and administrative procedures.
  • Knowledge of DHS programs and the state’s human resource systems, related laws, agreements, policies, and administrative procedures.
  • Understanding of job classifications and/or performing job analysis.
  • Strong human relations and communication skills; clear and professional verbal and written communication.
  • Experience supporting multiple HR roles including HR Transactions, Job Classifications/Audit, Labor Relations, and Recruitment.
