Technical Project Lead – Remote

Salary: $110-150k

Sabot Consulting is seeking a Technical Project Lead to guide a comprehensive discovery and analysis engagement focused on the modernization of MDE’s School Finance systems. This is a strategic, high-impact role supporting the STAMPS (Strategic Technical and Modernization Planning and Standardization) initiative, which will shape the future of education funding technology across Minnesota.

• Lead project planning, kickoff, and stakeholder engagement activities for the STAMPS discovery phase.
• Develop and maintain detailed project plans, methodology documentation, milestones, and resource assignments.
• Coordinate and facilitate interviews with key MDE/MNIT stakeholders to gather requirements and current state information.
• Oversee the creation of a comprehensive system inventory and visual architecture map for 52 School Finance applications, including dependencies and integrations.
• Direct the assessment of application health, end-of-life status, supportability, and security risk for all systems in scope.
• Guide the development of risk and impact matrices, technical debt reduction opportunities, and modernization priorities.
• Benchmark MDE’s system landscape and modernization maturity against peer state education agencies.
• Lead the analysis and presentation of modernization options, including re-platforming, replacement, and consolidation strategies.
• Develop a phased modernization roadmap with estimated budgets, timelines, and measurable KPIs.
• Prepare and deliver executive summaries, final reports, and communication toolkits for leadership and legislative audiences.
• Ensure all deliverables meet quality, compliance, and accessibility standards.

• Five years’ experience leading large-scale IT or modernization initiatives.
• Two separate engagements of six months or longer managing multi-disciplinary project teams.
• Five years’ experience in process mapping, requirements gathering, and documentation.
• Five years’ experience in data analysis, reporting, and visualization for enterprise environments.
• Five years’ experience designing enterprise-level application architectures.
• Experience with at least two modernization or migration projects involving multiple interconnected applications.

• Experience with public sector or education technology modernization projects.
• Familiarity with benchmarking methodologies and comparative analysis.
• Strong communication and stakeholder management skills.
• Experience developing executive-level presentations and legislative communication materials.
• Knowledge of state and federal data privacy/security standards.
