Data Analyst / Agency Policy Specialist
Agency: Minnesota Department of Human Services (Human Services Dept / MAPE DHS Central Office)
Location: St. Paul, MN (Telework eligible)
Employment Type: Full‑time, Classified, Exempt – Administrative
Salary Range: $34.69 – $51.45 per hour ($72,432 – $107,427 annually)
Work Hours: Day Shift (8:00 AM – 4:30 PM), Monday‑Friday
Responsibilities- Implement the Office of Inspector General’s data strategy and expand the use of data to empower better decision‑making, program compliance and program integrity in partnership with OIG business partners.
- Create dashboards, visualisations, reports and presentations of data analyses to inform management decision‑making and support strategic planning.
- Respond to internal and external requests for data and information related to OIG data ensuring accuracy, timeliness and adherence to data governance standards.
- Provide technical consultation to OIG management and staff in data analyses, analytic model development, payment methodologies, cost analyses, statistical and analytic techniques, research methodologies, survey design and evaluation, performance measurement, statistical analysis methodologies, data governance and OIG data systems and tools.
- Collaborate with cross‑functional teams to identify opportunities to leverage data for improved program outcomes, operational efficiency and risk mitigation.
- Support the design, implementation and evaluation of analytics projects that inform oversight, compliance and policy decisions.
- Three (3) years of professional experience performing data analysis and reporting, spatial or statistical analysis or modelling, programming to extract, manipulate and analyse data and developing data visualisations.
- SQL query development and execution.
- Data visualisation using Tableau and analytic tools/platforms such as Alteryx, SAS or Databricks.
- Experience with Python or R programming languages.
- Data analysis, manipulation, transformation, interpretation and visualisation to support decision‑making and insight generation.
- Development and implementation of statistical analytics that support business functions.
- Experience developing working relationships with partners or clients.
- Ability to present information in ways that are meaningful to business partners.
- One (1) year of related experience with a Bachelor’s degree in Computer Science, Applied Mathematics, Physics, Statistics or related field may substitute; a Master’s degree may substitute for two (2) years of experience.
- Professional experience analysing criminal justice data.
- Experience analysing medical claims data for fraud, waste and abuse.
- Development and implementation of machine learning or AI models supporting statistical analysis to predict program integrity and/or compliance.
- Advanced knowledge and experience with Alteryx and Tableau.
- Data warehouse experience and expertise in data modelling.
- Network analysis skills (e.g., Neo4j, Python Network
X). - Advanced understanding of data privacy laws (Minnesota Government Data Practices Act, HIPAA).
- Additional programming language experience (Ruby, SAS, Java, Scala).
- Design, develop and validate descriptive, predictive, prescriptive and applied analytics.
- Skilled in analytic and evaluative techniques, performance measurement, process improvement and program evaluation.
- Excellent verbal and written communication skills.
- Prior experience as a medical professional or coding medical claims.
- Comfortable working with diverse backgrounds and cultures.
- Successful completion of a background investigation prior to employment (criminal background check, reference check, fingerprinting).
- Completion of Criminal Justice Information System (CJIS) Security Awareness training within three business days of start and renewal of CJIS certification annually.
