The MNIT DHS team supports complex and varied technical needs, including systems that provide health care coverage, deliver child protection and welfare services, and provide support for Minnesotans with special needs including mental illness, chemical dependencies, and physical or developmental disabilities.
Job SummaryAs the Senior Applications Analyst/Developer
, you will provide advanced professional knowledge and skills in information systems problem identification, requirements definition and determination of alternative solutions and to provide the analysis, design, development, testing, implementation and support of MMIS Development Operations Division systems. To provide a lead role and be a subject matter expert in the analysis, design, development, implementation and support of the assigned project work.
This position requires an employee to be onsite at 540 Cedar St., St. Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location. Telework for Minnesota IT Services is available on a limited basis. Employees will be required to meet current telework eligibility requirements.
QualificationsPosition requires a minimum of four (4) years of IT related experience in performing systems analysis and application development in a mainframe environment supporting large-scale enterprise systems.
- Demonstrated experience performing systems analysis, including problem identification, requirements definition, and evaluation of alternative technical solutions.
- Professional experience in the analysis, design, development, testing, implementation, and support of large-scale or enterprise information systems.
- Experience working with mainframe-based systems, including hands‑on development or maintenance activities.
- Working knowledge and experience using DB2 and/or VSAM in a production environment.
- Proven ability to analyze and resolve complex system issues independently, collaborate with technical and business stakeholders, and deliver stable, compliant solutions within established timelines.
- Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding.
- Customer‑focused approach grounded in active listening, empathy, and solution‑oriented problem‑solving to deliver positive user experiences.
Education in Information Technology (IT) or an IT related field may substitute for experience as follows: a master’s degree or a bachelor's degree for one (1) year; and an associate’s degree for six (6) months.
