IT Consultant, IT Business Analyst
Job Summary
IT Business Analyst – ITS3 – Minnesota IT Services, St. Paul, Full‑time, Limited. Employee must work onsite at 540 Cedar St., St. Paul at least 50% of the time, with some opportunity for telework. This role supports the Department of Human Services, helping to manage complex systems for health care coverage, child protection, and services for Minnesotans with special needs.

ResponsibilitiesAct as liaison among stakeholders to:
- Gather, analyze, and document business processes and software requirements.
- Participate in requirements‑gathering sessions to define technical specifications for technology initiatives.
- Collaborate with IT, vendors, and business representatives on development, testing, deployment, and adoption of solutions.
- Communicate system changes and implementation plans to user populations.
- Apply techniques from BABOK, including Planning & Monitoring, Elicitation, Requirements Management, Enterprise Analysis, Requirements Analysis, and Solution Assessment & Validation.
- At least 3 years of experience performing IT business analysis functions.
- Experience acting as a liaison among stakeholders to analyze, define, and document business processes and software requirements.
- Experience using BABOK or equivalent standards.
- Experience gathering, analyzing, and synthesizing requirements from business, technical, and executive stakeholders.
- Experience supporting solutions through the System Development Life Cycle (SDLC).
- Strong communication skills, with ability to present technical and business information to both technical and non‑technical audiences.
- Customer‑focused approach grounded in active listening, empathy, and solution‑oriented problem‑solving.
Education can substitute for experience: a master’s degree or a bachelor’s degree for one year; an associate’s degree for six months.
Preferred Qualifications- Experience with application development methodologies such as Waterfall, RUP, or Agile (Scrum/Kanban).
- Experience documenting business needs and functional requirements, including use cases, user stories, test cases, specifications, business process models, UML diagrams, or wireframes.
- Experience with application and/or interface accessibility guidelines and providing end‑user support.
- Strong communication and collaboration skills, with ability to translate technical information for non‑technical stakeholders.
Preferred Qualifications
- Understanding of healthcare and waiver management programs administered by DHS.
- Experience with MMIS and EDI electronic claims transactions.
- Experience with waiver management processes and procedures.
- Pass all legally required checks: SEMA4 Records Check, Criminal History Check, Reference Check, Social Security and Address Verification, and other legally required checks.
