Senior Applications Analyst/Developer – ITS4

Join Minnesota IT Services as a senior analyst/developer who will design, develop, and support complex mainframe applications for the Department of Human Services.

Overview

People at Minnesota IT Services (MNIT) build the technology that connects Minnesotans to services that will improve their lives. This role supports the largest state agency in the state, the Department of Human Services (DHS), and focuses on the MMIS Development Operations Division.

Responsibilities
  • Lead the analysis, design, development, testing, implementation, and support of large-scale or enterprise information systems.
  • Perform advanced systems analysis, including problem identification, requirements definition, and evaluation of alternative technical solutions.
  • Develop and maintain mainframe applications, including hands‑on development or maintenance activities in DB2 and/or VSAM.
  • Collaborate with technical and business stakeholders to deliver stable, compliant solutions within established timelines.
  • Act as a subject‑matter expert and provide guidance on application architecture, coding standards, and best practices.
Qualifications
  • Minimum of four (4) years of IT related experience in systems analysis and application development in a mainframe environment supporting large‑scale enterprise systems.
  • Demonstrated experience performing systems analysis, including problem identification, requirements definition, and evaluation of alternative technical solutions.
  • Professional experience in the analysis, design, development, testing, implementation, and support of large‑scale or enterprise information systems.
  • Experience working with mainframe‑based systems, including hands‑on development or maintenance activities.
  • Working knowledge of DB2 and/or VSAM in a production environment.
  • Proven ability to analyze and resolve complex system issues independently, collaborate with technical and business stakeholders, and deliver stable, compliant solutions within established timelines.
  • Excellent communication skills and customer‑focused approach.
Preferred Qualifications
  • Experience supporting or enhancing Medicaid Management Information Systems (MMIS) or other public‑sector health or human services systems.
  • Working knowledge of COBOL, including creation or modification of production code and programming specifications.
  • Experience using DB2 and/or VSAM in a production mainframe environment.
  • Experience acting as a technical lead, coordinating the work of programmers, analysts, consultants, or vendors on assigned projects.
Strongly Preferred Requirements
  • Expert‑level experience with COBOL development in a complex, high‑availability production environment.
  • Direct experience ensuring system designs and implementations comply with federal and state Medicaid regulations and MMIS standards.
  • Demonstrated success providing emergency production support, including root cause analysis, data integrity assessment, and rapid implementation of fixes or workarounds.
