About the Department: Information Services is the central IT department supporting all divisions of the Metropolitan Council. Our 140 team members provide technology, practices, and innovative solutions that enable the Council's core services.
How your work would contribute to our organization and the Twin Cities region:
The Enterprise Asset Management Systems (EAMS) Manager will lead the EAMS Technical Team and oversee the strategy, implementation, administration, support, optimization, and modernization of the organization’s EAMS environment on the Octave EAMS platform. This role will manage EAMS resources and drive enterprise-wide EAMS initiatives, including Octave deployments, configurations, integrations, upgrades, enhancements, and migrations from legacy EAMS systems to the Octave platform.
The EAMS Manager will serve as the organization’s EAMS subject-matter expert and primary technical leader for Octave, partnering with business and technology stakeholders to ensure the platform effectively supports asset management, maintenance, work management, and operational requirements. The position will drive continuous improvement, data integrity, system performance, and Octave adoption while aligning EAMS capabilities with organizational goals, operational needs, and long-term technology strategies.
Note: This position is eligible for a hybrid (both remote and onsite) teleworking arrangement. This position requires working onsite at least (3) days a week at the Regional Administration office in St. Paul, MN. The candidate's permanent residence must be in Minnesota or Wisconsin.
Note: Although the full salary range is displayed, the hiring salary will be determined based on the final candidate's qualifications, the Council's internal pay structures, and our total compensation package for the position.

EAMS Leadership & Team Management
- Lead, mentor, and develop a high-performing EAMS technical team consisting of EAMS developers, analysts, and system administrators.
- Establish priorities, allocate resources, and oversee project execution across multiple EAMS initiatives in conjunction with assigned project management resources.
- Foster strong working partnerships with business stakeholders to understand operational requirements and translate them into technology solutions.
- Manage vendor relationships, implementation partners, and third-party consultants.
EAMS Strategy & Transformation
- Be part of a team responsible for execution of the organization's EAMS roadmap, ensuring alignment with business objectives and transformation goals.
- Work on the implementation of the Octave EAMS platform, including operationalization and business process improvements.
- Work with other teams in providing strategic guidance regarding EAMS architecture, cloud adoption, and enterprise application integration.
