About the Job

Parking and Transportation Services (PTS) is a self‑supporting unit of the University of Minnesota within Auxiliary Services. The department is responsible for the administration, operation and maintenance of reliable and efficient transportation services on the Twin Cities campus including transit, parking, fleet, streets, walkways and way‑finding. PTS supports alternatives to the single‑occupant vehicle and promotes programs to encourage the University community to walk, bike, carpool, or take the bus.

The department handles compliance documentation for all University vehicles or licensed equipment and administers the fuel credit card, vehicle insurance and safety, and team member driver training programs.

PTS Mission:
Facilitating safe and effective integrated transportation systems that provide services for pedestrians, bicycles, transit and vehicles.

Responsibilities
  • 40% Physical Infrastructure Maintenance, Administration and Oversight:
    Plan, manage, and direct the repair, maintenance, and capital program for a wide variety of campus transportation infrastructure, including approximately 120 surface parking facilities, 17 structured facilities, 11 miles of campus streets, campus transit and bicycle facilities, campus way finding signage and over three million square feet of campus sidewalks and plazas.
  • Provide leadership, direction, and support to maintain facilities that are operationally sound, safe, and aesthetically pleasing.
  • Lead all aspects of the Facilities Management Service Level Agreement (SLA) on behalf of PTS.
  • Manage and direct the Twin Cities campus Hardscapes Maintenance Committee in collaboration with other University partners.
  • Ensure annual inventory updates and sidewalk/plaza condition evaluations; coordinate with Facilities Management (FM) and prioritize annual repair work.
  • Create a multi‑year plan to prioritize larger‑scale campus projects (that may require project‑specific funding as opposed to annual repair budgets).
  • Prepare and manage annual and long‑range capital improvement budgets, including capital costs for equipment.
  • Collaborate with Capital Project Management (CPM) to ensure capital projects are implemented in alignment with PTS needs and priorities.
  • Manage and direct department facility space inventory, card access, and coordination with Tririga management system.
  • 20% Transportation Systems Oversight and Administration:
    Manage and direct the design, implementation and operation of a comprehensive electronic traffic management system for the campus using the latest technologies in messaging systems, traffic control, and traffic monitoring for both event traffic and daily AM/PM peak travel.
  • Plan, administer and supervise various transportation‑related capital projects including conceptual design, specification review and construction for roadways, bridges, traffic control systems, signs and pavement markings.
  • 20% Campus Infrastructure Coordination:
    Manage the coordination of the construction and/or repairs of outside agencies’ projects/systems on or through campus in coordination with other University units.
  • Coordinate daily and event transportation impacts with outside agencies for efficient and effective results, including traffic signal timing, light rail operations, temporary traffic plans, designate street use and other issues as identified.
  • Coordinate with Planning, Space, and Real Estate (PSRE) to represent University’s interests.
  • Work with other University entities to ensure that the campus is accessible to the physically challenged.
  • Manage operational impacts of city and regional transportation projects.
  • Provide the expertise and transportation oversight to advise University leadership regarding internal and adjacent community developments.
  • Serve as the department lead in other jurisdictions’ transportation improvement projects initiated by the University including Metro Transit, City, County and State jurisdictions.
  • Coordinate with climate action plan and sustainability efforts, including electric vehicle charging infrastructure planning.
