The work you'll do is more than just a job.

At the State of Minnesota, employees play a critical role in developing policies, providing essential services, and working to improve the well-being and quality of life for all Minnesotans. The State of Minnesota is committed to equity and inclusion, and invests in employees by providing benefits, support resources, and training and development opportunities.

Come join the Office of Rural Health and Primary Care at the Minnesota Department of Health as a Grant Programs Supervisor where you can help lead expanding state and federal investments that strengthen health care access across rural and underserved communities. In this leadership role, you will guide major grant programs, support strategic rural health initiatives, and supervise a growing team working to improve Minnesota’s health care safety net.

This position offers an exciting opportunity to shape investments, influence policy, and lead a high‑performing team dedicated to advancing equitable access to care.

Primary responsibilities include:
  • Oversee and supervise the grants unit, including staffing, workflow coordination, budgeting, and performance management.
  • Direct federal grant and cooperative agreement activities—application review, budgeting, monitoring, reporting, and compliance.
  • Manage a major portfolio of state and federal grant programs, including RFP development, review processes, contracting, spending oversight, and evaluation.
  • Lead development and delivery of technical assistance for rural and safety‑net providers, including identifying underserved areas and supporting workforce programs.
  • Support statewide rural health strategy through research, policy recommendations, planning work, and representation in advisory groups and audits.

In accordance with HR/LR Policy #1422 Telework, this position is eligible for up to 50% telework for applicants who live in Minnesota or in a bordering state within 50 miles of the assigned work location. The telework policy may exempt employees who live more than 50 miles from their primary work location from the 50% in‑office requirement, depending on job requirements, helping the State of Minnesota access top talent across the state.

This is a hybrid telework position that requires in‑person meetings and in‑office work in the downtown St. Paul location. Telework will be based on the business needs of the unit and is at supervisory discretion. Occasional travel is required for this position.

This vacancy announcement will be used to fill up to two (2) Grant Programs Supervisor positions.
