POSITION SUMMARY

This position will have direct responsibility for the overall function of all Residential services in the Gulf Coast Region. This position is responsible for ensuring that the programs are operating in full compliance with all DCF licensure requirements, CARF accreditation, and all contracts for services that are provided within the residential programs including but not limited to Florida Department of Corrections.

This position must identify and correct any operational deficiencies and work with contractors, licensing agents, and accreditation to address any identified deficiencies. Essential Job Functions include those listed below.

ESSENTIAL JOB FUNCTIONS
  • Interview, hire, supervise, and manage all Residential Management staff in collaboration with the Vice President of Operations, Human Resources leadership, and other appropriate stakeholders.
  • Provide comprehensive training, supervision, and professional development for all residential leadership staff.
  • Ensure residential programs are implemented in accordance with evidence-based practices and approved curricula.
  • Maintain appropriate staffing levels to ensure adequate coverage for all shifts and required services.
  • Conduct annual performance evaluations and provide ongoing coaching and feedback to residential leadership staff.
  • Assist the Vice President of Operations with program design, development, and the implementation of new or expanded services; provide recommendations as appropriate.
  • Ensure all residential programs operate in an ethical, professional, and client-centered manner.
  • Participate in the evaluation of grant and contract opportunities relevant to residential services.
  • Ensure residential facilities are clean, organized, safe, and conducive to effective service delivery.
  • Collaborate with the QA Coordinator, Clinical Services Director, and other staff to maintain compliance with CARF, DCF, FDOC, and other licensing, quality assurance (QA), and quality improvement (QI) requirements.
  • Identify and promptly report unusual incidents, behaviors, or trends that may indicate systemic or client-related concerns to the Regional Vice President.
  • Provide crisis intervention in accordance with West Care policies and procedures.
  • Prepare and submit regular management, operational, and client-related reports to the Vice President of Operations.
  • Meet with residential staff at least monthly to provide guidance, oversight, and support.
  • Report to the Vice President of Operations on a weekly basis regarding program operations and concerns.
  • Conduct and submit a monthly facility inspection report to the Vice President of Operations.
  • Ensure all required reports to DCF, DOC, funding sources, and external stakeholders—including incident reports—are completed accurately and in a timely manner.
  • Respond to emergencies and provide direction and leadership during incidents requiring immediate intervention.
  • Ensure all West Care policies, procedures, and standards are consistently followed and enforced.
  • Actively embrace and promote the mission, vision, guiding principles, clinical philosophy, and goals of West Care Foundation.
  • Represent West Care professionally with internal and external stakeholders.
  • Some travel is required.
  • Perform other related duties as assigned.
ESSENTIAL QUALIFICATIONS
  • Strong oral and written communication skills for collaborating with staff, leadership, clients, and external agencies.
  • Ability to build and maintain professional relationships with multidisciplinary teams and stakeholders.
  • Conflict resolution and problem-solving skills to manage challenging staff or client situations.
  • Proven experience in supervising, mentoring, and developing clinical staff.
  • Ability to provide clinical supervision to staff pursuing licensure or professional credentials.
  • Skill in evaluating staff performance, providing feedback, and implementing performance improvement plans.
