JOB CONTEXT:
The Heavy Equipment Operator is a full-time, permanent position in the Street Department. The immediate supervisor for this position is the Street Department Supervisor. The person in this position is supervised daily. The person in this position works regular hours and works overtime or at night only in the event of an emergency or to assist with snowfall removal. There is no shift work associated with this position.
The person in this position shares on call duties with other Street Department employees. 10% of the work done in this position is done indoors; 90% is done outdoors in all types of weather conditions. The Equipment Operator is accountable for the fiscal, safety, and legal issues for which this position is responsible. There is exposure to chemicals and/or hazardous materials in this position such as asphalt, herbicides, dust, gasoline, diesel fuel, street paint, or vehicle exhaust on a regular basis.
The stress level associated with this position is average. Physical work consists of, but is not limited to, driving heavy equipment for long periods, walking, carrying equipment over long distances, and shoveling.

GENERAL PURPOSE OF POSITION:Maintain City streets, rights-of-way, curbs, and sidewalks, asphalt walking trail, and operate equipment in a safe and effective manner.
MAJORDUTIES AND RESPONSIBILITIES:
- Operate backhoe, dump truck, snowplow and hand auger
- Perform equipment safety checks
- Transport equipment to and from job site
- Operate equipment in a responsible and safe manner in order to minimize the risk of injury, property damage or loss of life.
- Maintain streets:
- Complete patchwork/crack sealing
- Assist with snow plowing
- Perform street sweeping
- Perform striping as necessary
- Seal cracks as needed
- Maintain rights-of-way:
- Mow grass and trim weeds on city properties such as building locations, towers or wells as needed
- Remove trash
- Perform brush-hog work as needed
- Trim trees as necessary
- Perform seeding and over-seeding as needed
- Maintain the asphalt walking trail:
- Sweep trail
- Perform trash removal
- Maintain curbs, gutters, and sidewalks:
- Patch sidewalks
- Report any issue to proper department
- Assist in rebuilding problem areas as needed
- Maintain shop and equipment:
- Make sure equipment and supplies are ready for use
- Perform all safety checks and basic maintenance on equipment
- Follow all procedures when filling equipment with gasoline/diesel fuel
- Maintain street signs:
- Place street signs when needed
- Dig necessary post holes
- Make signs when not ordered from the outside
- Perform pick-up services for residents:
- Perform leaf pick-up in the fall
- Perform brush pick-up year-round
- Fill in soil for residents from water damage results, etc.
- Performs other duties as directed
CERTIFICATIONS:
- Must have and maintain a valid Commercial Driver’s License. CDL A (Required)
- High school diploma or its equivalent.
- Heavy Equipment Operation – 1 Year Required (5 Years of experience, including working as an operator, is strongly recommended).
Knowledge:
- Proper use of road material, including cold and hot patch crack sealant
- Procedures to maintain vehicles and equipment
- Procedures to maintain and repair City streets
- Proper methods of overlaying streets
- Methods for pouring and curing concrete
- Layout of city streets
- Proper grammar and the use of English in speaking and writing
- OSHA standards and regulations concerning employee safety
- Federal and state statutes concerning the work of the department
- Mathematical skills, including addition, subtraction, division, and multiplication
- General functions and operations of municipal government
- Follow street plans and lay markers properly
- Use various types of equipment, including chainsaws, sprayers, and weed eaters
- Install signs accurately and properly
- Operate front-end loader, backhoe, dump truck and excavator
- Maintain equipment and vehicles
- Examine equipment and determine what is causing a problem
- Work as a team member with other employees
- Communicate effectively with other city employees, both oral and written
- Work autonomously when necessary
