CTI Program Manager
Salem Public Schools is seeking an enthusiastic, talented individual to join our caring and innovative community as the CTI Program Manager. This grant‑funded contracted position begins March 2023 and supports a diverse population of adult learners in a comprehensive urban school setting. The Program Manager leads the adult learning programs, oversees operations, and maintains grant compliance in partnership with the CTE Director, the grant funder, and the school community.
WhatYou’ll Do
- Oversee daily operations of the Adult Learning programs, coordinating faculty, staff, and students.
- Maintain an operational budget under the CTE Director and develop long‑term sustainability strategies.
- Manage grant compliance documentation and reporting, keeping the CTI Grant aligned with the grant funder and DESE regulations.
- Lead recruitment, acceptance, retention, and placement of CTI CTE students funded by the grant.
- Develop and modify curricula for adult learners, and coach or co‑teach selected CTE components.
- Foster relationships with higher‑education partners, industry partners, community organizations, and other intermediaries to build rigorous, developmentally appropriate programs.
- Coordinate events and marketing materials to promote the Third Shift program and support student career planning.
- Collaborate with the CTI Career Development Coordinator, CTE Director, and Salem Public Schools leadership to ensure program success and sustainability.
- Maintain student records, publish monthly reports, and oversee program data in Aspen and the Comm Corp student information system.
- Support instruction and learning environments that are culturally responsive, safe, and inclusive.
- Perform additional duties as assigned by the CTE Director.
- Advanced educational preparation (a Master’s degree preferred).
- Experience in curriculum development, educational leadership, and teaching adult learners.
- Familiarity with Massachusetts DESE Chapter 74 regulations and CTE frameworks.
- Proven background in recruiting, retaining, and placing students in career and technical education programs.
- Excellent management, organizational, and communication skills.
- Proficient in Microsoft Office and Google Drive.
- Ability to speak Spanish is a plus.
- Active knowledge of how to teach competencies and standards for the Mass. DESE Frameworks, including work with students with disabilities and English‑language learners.
- Valid Massachusetts DESE license as a CTE administrator is required or eligibility to obtain one.
- Commitment to equity, diversity, and inclusion in education.
- Manage a grant‑funded program budget.
- Coordinate grant activities with school personnel and external partners.
- Maintain student records and generate monthly grant reports.
- Collaborate with Mass Hire and related organizations for recruitment and case management.
- Promote and coordinate recruitment events for the Third Shift program.
- Establish and maintain partnerships with community employers to support graduate placement.
- Oversee and maintain CTE data in Aspen and the Comm Corp Student Information System.
- Assist with marketing and program materials: newsletters, website, social media, press releases, brochures, etc.
- Maintain classrooms and integrate culturally responsive learning practices.
- Follow all DESE, school, and local regulations and policies.
- Perform any essential duties assigned by the CTE Director.
- Grant funded:
March 1, 2023 – June 30, 2023: 250 hours, $45 /hour. - Future funding:
July 1, 2023 – January 31, 2024: 900 hours, $45 /hour. - FTE/

Part‑time, evening hours; recruitment and partnership events required. - Reports to:
Career & Technical Education Director, Executive Principal.
