**** The Oregon Youth Authority (OYA) is seeking a detail-oriented and highly skilled
** Senior Accountant
** to join our Financial Services Division and lead key accounting and financial reporting functions that support our mission to transform Oregon’s youth. This position works closely with technical and professional staff to oversee preparation of the Annual Comprehensive Financial Report (ACFR), annual financial statements, and other financial management reports. The Senior Accountant develops and maintains accounting policies, procedures, and operating manuals;

evaluates and strengthens internal controls; and manages cash flow processes. This role also provides expert guidance in the design and implementation of accounting systems, ensures compliance with the Oregon Accounting Manual (OAM) and generally accepted accounting principles (GAAP), and performs complex accounting analyses. The ideal candidate will have proficiency with the Statewide Financial Management Application (SFMA), extensive experience with complex governmental accounting functions, and the ability to apply an equity lens in all aspects of their work.

* Key Responsibilities:

*** Lead the agency’s fiscal year-end accounting and reporting processes — including preparation of the Annual Comprehensive Financial Report (ACFR), Schedule of Expenditures of Federal Awards (SEFA), and government bond reporting — ensuring compliance with GAAP, GASB, and DAS accounting standards.
* Oversee and review the work of professional accounting staff, providing expert guidance, ensuring accuracy, and maintaining conformance with applicable rules, regulations, and accounting principles.
* Prepare, analyze, and maintain the agency’s financial reports and accounting structures, including general ledger, subsidiary systems, and classification frameworks for complex automated accounting systems.
* Develop, implement, and maintain accounting policies, procedures, and internal controls to ensure accuracy, efficiency, and compliance with the Oregon Accounting Manual, state and federal laws, and audit requirements.
* Coordinate the design, development, and enhancement of accounting systems and processes, ensuring integration with statewide financial management applications (SFMA) and other agency systems.

** This position is required to work at the Salem Central Office 4 or more days
** a month
** depending on business needs.
