IMPORTANT INFORMATION
  • Working Condition: Hybrid. This position can be primarily hybrid with some requirements for in-person work.

WHAT YOU WILL DO

The primary purpose of this position is to provide expert appraisal and market analysis services for OHCS affordable housing programs, particularly focusing on the review and approval of Market Studies and Appraisal reports for funding decisions. Appraisals and Market Studies are essential tools for loan underwriting, risk assessment and LIHTC Section 42 IRS code guideline compliance. This position serves as a lead for order appraisals when OHCS is providing a permanent loan, to maintain objectivity and consistency, OHCS will retain full control over appraisal ordering.

This position will also provide consultation to internal staff and external stakeholders, develop programmatic standards for appraisal and market analysis, and ensure compliance with industry standards and regulatory requirements. The Appraiser Analyst plays a key role in maintaining the integrity of OHCS’s investment decisions by ensuring accurate property valuations and market analyses inform the agency’s affordable housing development funding.

MINIMUM QUALIFICATIONS

A Bachelor’s Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years general appraisal multi‑family review work.

Or; any combination of experience and education equivalent to seven years of experience.

Preference will be given to those that have a current Oregon General Appraisal License.
