Position: Appraiser Analyst (OPA3)
* Working Condition:

Hybrid> This position can be primarily hybrid with some requirements for in-person work.
* This position is permanent, full time, and represented by SEIU.
* Per the SEIU CBA for OHCS represented positions, applicants who are current OHCS employees will be considered and interviewed before external applicants.
* This recruitment will be used to establish a list of qualified applicants to fill the current vacancy and may be used to fill future vacancies as they occur.

*** Strong analytical skills are essential, enabling the appraisal analyst to interpret complex financial data, market trends, and property valuations while identifying discrepancies or risks in appraisal reports.
* Knowledge of affordable housing programs such as HUD guidelines, Low-Income Housing Tax Credit (LIHTC) programs, and Section 8 is critical, along with an understanding of how these programs influence valuation and compliance.
* Attention to detail ensures accuracy in income and expense projections, rent restrictions, and market assumptions, while also allowing the analyst to catch inconsistencies that could affect financing or compliance.
* Regulatory and compliance awareness is necessary, including familiarity with federal, state, and local housing policies and adherence to the Uniform Standards of Professional Appraisal Practice (USPAP) and lender or investor requirements.
* Communication and reporting skills are vital for presenting clear, concise appraisal reviews and recommendations, and for explaining technical findings to non-specialists.
* Critical thinking and problem-solving abilities allow the analyst to evaluate whether assumptions in appraisals are realistic given affordable housing constraints and to provide constructive feedback to appraisers.
* Ethical judgment and professional integrity are indispensable, ensuring unbiased and fair reviews that protect both investors and tenants while upholding transparency and independence in the appraisal process.
