Then, we want to hear from you!

We are seeking an Agency of Choice Specialist (Program Analyst
2) to join our Office of Developmental Disabilities Services (ODDS), Licensing Unit Team.

Summary of Duties

The Office of Developmental Disabilities Services (ODDS) is an office within the Oregon Department of Human Services (ODHS). ODDS provides new opportunities to link services for the growing number of Oregonians who have intellectual or other developmental disabilities. The goal of ODDS is to help individuals with intellectual or other developmental disabilities remain as independent as possible. Programs include employment, residential services, services coordination, program development, licensing and quality of care initiatives.

Over 31,000 Oregonians are receiving one or more of these services in various programs located throughout the State.

The Office of Developmental Disabilities Services (ODDS), Licensing Unit, oversees a statewide program responsible for licensing and the quality of care in programs serving individuals with intellectual/developmental disabilities. This includes the licensing of adult and child foster homes, and 24-hour residential facilities. It oversees and is responsible for the Medicaid agency certification of agencies and the endorsement of 24-Hour Residential programs, Supported Living programs, Employment programs and Professional Behavior Support Services.

It also certifies Support Service Brokerages throughout the state. Through licensing and certification, the ODDS Licensing team ensures that providers of services comply with requirements for federal and state reimbursement.

The ODDS Licensing team conducts complaint investigations and determines necessary corrective action up to and including civil penalties or revocation of a license or certificate.

As an Agency of Choice Specialist, you will be responsible for evaluating and analyzing workforce capacity trends to ensure the individual receiving DD Services is at the center of the decision-making process regarding the services they need, preventing or mitigating disruptions to support and services.

The agency with Choice Specialist will collaborate to assist with contracts with agencies, help with program development, technical assistance, and training to maintain standards related to the OARs and provide quality assurance reviews.

Responsibilities include:

  • Evaluating licensing processes to help create streamline processes.
  • Making licensing decisions regarding adult foster homes for adults with developmental disabilities.
  • Issuing notices of corrective action and following up on corrective actions/sanctions.
  • Training, and other material development for ODDS licensing and providers.
  • Giving consultative advice and recommendations, both oral and written on Department policy; and on the programmatic and management aspects of licensing.
  • Adapting existing or creating new procedures to solve program issues.
  • Ensuring that the process of licensure is timely and consistent with Oregon statute and rule.
