About the Job – Your Role

The Human Resource Analyst 3 (Senior HR Business Partner) provides and manages employee relations services and processes for one or more institutions or divisions. The role offers consultation and coaching to department line managers on topics including hiring, placement, investigations, discipline, and performance management to equip them with the tools, processes, and innovative people practices needed to help them achieve business plans and goals.

This position exists within the Employee Services Division in the Employee Relations team and is a member of 13 Senior HR Business Partners located throughout the state. The Employee Services Division also includes the Recruitment, Classification and Compensation, Labor Relations, Professional Development, Safety and Wellness, and Payroll teams.

Key responsibilities include interacting with employees, management, labor unions, and stakeholders, collaborating across multiple parties, and applying state laws, collective bargaining agreements, and federal acts such as FMLA, ADA, and FLSA. The role requires regular attendance, consistent presence within the institution, and effective collaboration with institution management teams, staff, labor unions, and community partners.

Minimum Qualifications
  • A Master’s degree in Human Resources or a related field and two (2) years of professional HR experience, or
  • A Bachelor’s degree in Human Resources or a related field and three (3) years of professional HR experience, or
  • Six (6) years of HR experience, with four of those years at the professional level, or
  • A valid SHRM‑CP certification and five (5) years of HR experience, with three (3) at the professional level, or
  • A valid PSHRA‑CP certification and five (5) years of HR experience, with three (3) at the professional level.

The State Certified Human Resources Professional (SCHRP) certification substitutes for six months of professional-level experience.

Requested Skills
  • Interpretation and application of Oregon rules, statutes, and policies, and federal laws and programs related to employment and HR.
  • Guidance to managers on performance management and corrective actions.
  • Documentation of performance management and corrective actions.
  • Conducting personnel investigations.
  • Managing complex protected leave events such as FMLA and ADA accommodations.
  • Independent work, prioritization of workload, and follow‑up.
  • Confident and effective communication with diverse stakeholders.
  • Maintaining relationships under potentially uncomfortable or disciplinary circumstances.
  • Maintaining strict confidentiality.
