Job Description: OREGON YOUTH AUTHORITY Budget and Fiscal Manager 3 – Chief Financial Officer, Salem, OR – OYA Equitable Center (Hybrid Optional)

OYA is hiring a full-time Chief Financial Officer (CFO). This position is responsible for OYA’s Financial Services team consisting of twenty-five staff from Budget, Procurement, Accounting, and Payroll. They directly manage the Deputy CFO, the budget team, and the procurement team manager. Financial Services are essential in ensuring the effective delivery of statewide financial services to OYA stakeholders, including employees, youth, facilities, camps, parole and probation offices, contracted residential programs, and county juvenile departments.
OYA’s CFO provides critical support and guidance through budget development, budget execution, general accounting, internal controls, financial reporting, purchasing, and grant awarding/tracking for a $561.3 million state and federal funds budget. Our CFO serves as the agency’s senior financial adviser, advising the Assistant Director of Business Services, the Director, and the Director’s Office.

- The salary range listed is the non-PERS participating rate. If you are already a participating PERS member or once you become PERS eligible, the salary range will increase by 6%. Please review the Classification and Compensation page for more details.

Minimum Qualifications:
- Seven years of supervision, management, or progressively related experience.
OR
- Four years of related experience and a bachelor’s degree in a related field.
