The Office of Developmental Disabilities Services (ODDS) Licensing Unit administers a statewide program responsible for the licensing and oversight of care quality in programs serving individuals with intellectual and developmental disabilities. This includes the licensing of adult and child foster homes as well as 24‑hour residential facilities.
The purpose of the Foster Care Licensing Specialist position within the Foster Care Team is to inspect, evaluate, and monitor the quality and adequacy of care and services provided in adult and child foster homes. This position requires comprehensive knowledge of multiple administrative rules governing these settings, including but not limited to Adult Foster Home, Child Foster Home, Professional Behavior Support Services, Direct Nursing Services, and Home and Community-Based Services.
Reviews and inspections conducted by the Foster Care Licensing Specialist require the ability to collect, analyze, and independently assess information to determine the quality and adequacy of care within statutorily mandated time frames. These evaluations determine program compliance with federal and state regulations and ensure that individuals receiving services are safe, healthy, and that programs deliver service outcomes consistent with individualized service plans.
Foster Care Licensing Specialists provide professional assessments of survey findings and make determinations regarding licensing compliance. Work is performed both independently and collaboratively, in accordance with applicable laws, administrative rules, professional standards of practice, and ODHS policies and Team procedures.
As a Foster Care Licensing Specialist

- Work with a team, either as a team member or a team leader.

- Conduct on-site reviews of programs to monitor and ensure compliance.
- Conduct inspections resulting from complaints received from local offices, consumers, families, or citizens to ensure the health and safety of individuals with developmental disabilities and continuing compliance.
