Summary

In Salina, Kansas, the Building Official serves as a key figure ensuring that the city’s infrastructure achieves the utmost safety standards. By overseeing inspections and enforcing code adherence for every construction venture, this role greatly influences the city’s development and the well‑being of the community. The position requires close collaboration with local builders, property developers, and architects, nurturing a united community that champions innovation and excellence in building practices.

From guiding division personnel to supervising structural evaluations, the role supports the ongoing evolution of Salina’s landscape, presenting an exciting venture for visionary leaders.

Responsibilities
  • Oversee inspection of buildings and similar structures; review plans for code compliance.
  • Enforce property maintenance codes; conduct inspections of existing buildings to determine hazardous conditions, structural failures, or maintenance needs; draft amendments to building codes.
  • Manage inspection activities in the Building Services Division as outlined in the Salina Municipal Code; assist in the preparation, development, and administration of division goals, objectives, policies, and procedures.
  • Select, train, motivate, and evaluate division staff; coordinate staff training and conduct performance reviews.
  • Provide training opportunities to inspectors and contractors; offer code interpretation to building inspectors, property owners, contractors, and design professionals.
  • Advises design professionals, builders, and owners on minimum construction standards that conform to adopted building requirements; maintain dialogue with contractors, designers, and developers; prepare Development Review Team reviews and reports.
  • Establish a system to ensure consistency with division staff in code interpretations; resolve discrepancies between staff and the building community.
  • Research and prepare reports; assist in annual budget preparation and ensure financial compliance.
  • Train and supervise the Assistant Building Official, Residential & Commercial Plan Reviewers, Building Inspectors, Code Enforcement Officers, and other appropriately assigned staff.
Education & Experience
  • High school diploma or G.E.D.
  • Bachelor’s degree in construction sciences, architecture, or related fields of study preferred.
  • Must possess International Code Council (ICC) Certified Building Official certification within thirty‑six (36) months after the start date of employment.
  • Five (5) years of experience in building trades or building inspection with two (2) years of supervisory or lead experience.
  • Multi‑level certifications in commercial and residential inspections, including plumbing, electric, and mechanical inspections.
Requirements
  • Must possess a valid Kansas driver’s license.
  • Must live within a 40‑minute response time.
Work Type & Equipment

Medium workload; may require lifting up to 50 pounds occasionally and/or 20 pounds frequently and/or 10 pounds constantly. Equipment includes calculator, computer, scaled rulers, tablet, tape measure, telephone, testing equipment, and vehicle.

Salary & Benefits
  • Salary: $81,259‑130,016 per year.
  • Paid Time Off: 48 hours of vacation available upon hire, with an additional 48 hours earned during the year (total 96 hours in the first year); 96 hours of sick leave during the first year.
